Unlicensed Adult Foster Care Provider Permanently Prohibited from Providing Care in Michigan
The following describes a government action that has been resolved by either a settlement or decision by a court or administrative agency. If the matter is being appealed, it will be noted below.
On August 2, 2023, Elena Popova, who operates Absolute Elder Care, LLC in Bloomfield Hills was held in civil contempt in Oakland County Circuit Court for continuing to operate an unlicensed adult foster care facility in violation of a court order and Michigan law.
Last fall, Oakland County Circuit Court entered a permanent injunction, prohibiting Popova from providing unlicensed adult foster care at any location in Michigan. In April 2023, the Michigan Department of Licensing and Regulatory Affairs referred a request for assistance to the Attorney General after an investigation found that Popova had continued to provide unlicensed adult foster care services in violation of the permanent injunction.
The Department of Attorney General filed a motion requesting Popova be held in civil contempt for violating the injunction. A hearing was held on August 2, 2023, where Popova was held in civil contempt and fined for violating the permanent injunction.
