My aircraft ****** *** was in ****** (business owner) facility for the annual inspection. It was dropped off by my son and instructed him to contact me (***** *****) to get approval for the work that was supposed to be done. My son went to Estevan for his job. ****** (business owner) did not contact me and never gave me a formal quote/estimate for the work to be done. I was under the impression that he forwarded the quote to my son; and when my son contacted ****** he always lied and said "I will send the quote before starting the work". My aircraft was in his facility for 4 months. One day all of a sudden he started to call my son at least 10 times in a day, and harassing him to pay appropriately $19,000. My son requested me to visit ******' facility to discuss about the matter. In his facility he provided some numbers, and when I calculated those number I noticed there was a calculation error which ****** admitted to. After the new calculation, the total amount was $17,074.74 CAD. I requested him to provide a complete description of the work and itemized summary. I issued a cheque of $6,500 CAD dated Dec 01,2022. From that date till now I am asking about the detailed summary for the work with itemized calculation, to check either it is a justified amount or not. On Dec 17,2022 I received a call from my son stating, ****** (Owner of Business) called him at least 10 times. My son had a conversation with him, ****** started to harass him and said I will hostage your aircraft and I am not liable to provide any description of work and also refuse to provide photos of aircraft logbook where work was supposed to be entered. Today Dec 23,2022 I received a message from him asking about money, I replied to him that I need a proper invoice and description of work before issuing a cheque. He started to send threats to me, and the images of text messages I received and sent to him are attached. He is reluctant to not provide description of work that make it suspicious

    Hi,
I would like to add latest updates. I made payment by cheque that was cleared on Dec28/2022 even though cheque was cleared I didn't get back from him. I asked him to hand in my aircraft but I didn't get back from him.On December 30/2022 he called me and told me pick your aircraft from his facility and he said he will not be there. When I reached over there I was surprised to see that my air craft was parked where tons of snow was there I asked him by making a telephone call to remove the snow because aircraft can't be moved. He replied to me next day his workers will remove the snow and will park at ****** ****** ****. No response from him for 6 days.
Today, dated January 07/2023 he called me at 3:41 pm and started to thread me that why I submit a complaint to BBB and also said it is not going to effect on him because his company is not registered with BBB and he don't care. Furthermore, he started to thread me that he have connections with the people in the aviation industry and he can ruin the career of my son, my son is a commercial pilot.
I want to take action against his company because I am his customer and I maid payment that was unjustified and he is trying to harass me.
I need your help to know the exact regulatory body that regulate this industry and he should be accountable for his act and way of dealing with the customers.
