On January 24, 2023, Carvana LLC entered into a Settlement Agreement with the Illinois Secretary of State. The Settlement agreement settles allegations that the business was issuing out-of-state temporary registration permits and for failing to transfer titles in a timely manner as required by the state's vehicle code. Under terms of the settlement, the business agreed to adhere to Illinois law in the future; surrender its $250,000 bond; and allow for pre and post-licensing Secretary of State Police inspections to ensure it remains in compliance. The settlement agreement allows the Illinois Secretary of State to summarily suspend and revoke Carvana's dealership license once again if it fails to comply with either the agreement or the laws.

The following describes a government action that has been resolved by either a settlement or a decision by a court or administrative agency. If the matter is being appealed, it will be noted below.
On January 14, 2025, Carvana entered into a Settlement with the Connecticut Attorney General's Office. The Settlement settles allegations that the business delayed the transfer of titles and registrations, and misrepresented the features, specifications, and conditions of vehicles for sale. Under the terms of the Settlement, the business agreed to provide valid title and registration documents at the time of sale in Connecticut, strengthen thier customer service systems, with a direct contact for the State of Connecticut to expedite the resolution of consumer complaints, and pay $1,000,000 in restitution and pay a penalty of $500,000. The Settlement was for settlement purposes only and should not be considered as an admission of guilt or finding of violation of the law.
