    I enrolled into the Dental Hygienist program in Carrington College in **********. After 2 months of study, I had the exam of the practicum. They said that if the student fails the practicum 3 times, then the student cannot continue the program. When I failed the first time, they set up only me to have the exam with a professor that I was not expected to see. Also, other students had the second test with my clinical professor. All of them passed the test with her. I failed one instrument in the second time with the professor that I was not expected to see. I did not prefer to test with this professor because her behavior made me not to be confident in the test. In this case, the school treated me in different way. After I failed the second time, I asked her to give me a tutor, but she did not give me a Tutor.Then I had to have the third test. Before I had the third test, the clinical never set up any tutor for me in the clinic to help me to improve my skill except I asked a professor to give me about ************************************************************************ to improve. For me, I needed a tutor in the clinic and I could ask many questions for the clinical exam. This would include review and instruction of what positions that I am not comfortable and skilled yet to work. With this instruction, then I could ask an instructor how to properly perform. However, my clinical did not help. As a result, they let me fail third time even if I practiced a lot at home and at school. Later the principal gave me an extra test . I asked him for a tutor prior to the test but they did not give me a tutor. Before I got the 4th test, one professor came to me but she did not help at all. The one I need is to tutor me in the clinical but they did not help. In the 4th test, I thought I did very well. If I did perform mistakes, I thought that I just had 1 or 2. However, they showed me more than 3 mistakes that I did not think I actually made them.Finally, i think this school targeted to kick me out the program in many ways. As the second time of the test, they set up me to test with one professor that I did not expected to see. Also, they did not help me the tutor and let me repeat the mistakes and let me fail although I practiced a lot. They kicked me out in a half of term 1. I made the Presidents list on my qualifying courses for the prior year as requested by Carrington College. I study hard and I am intent on earning now the Dental Hygenist degree with Carrington. Now I can not continue to study. I studied hard in the first two months and my grades of academic classes were A and B.I live in ****************. I had to move to ********** to rent the apartment. I had to spend a lot of money for rent and now I have to continue to pay the rent about $700 a month in a year although I do not live here anymore because I signed the contract a year. Also, I incurred the debt for requisition classes and the first 2 months built up in the amount of about $23k prior to Carrington College kicking me out of the Dental Hygiene program. This school made the policy to kick the student out when they failed 3x the test. I think it is very unfair because i think they did not give the tutor and let student fail as the school target. The school can control to kick the student out any time as they want. They do not care how I studied hard to get in the program and had the debt now. They did not tell us this policy before we applied this program. I just knew when i got it the Dental Hygienist program and they said in the first week. If Carrington College advised me of this 3x practicum fail and ejection from school policy, I would not have enrolled with Carrington College and my time and funds expended in the pre-requisition program of this school. I felt that I was cheated and I fell in their trap when they made in the test of the practicum. I have a Dental Assisting Degree from College of Marin. I am English as a Second Language Learner but still have worked hard and progressed in this profession. I have worked in the dentistry almost 5 years in *************** Clinics.. I could not believe that there is kind of this dentistry school that would treat the student without instruction and guidance and so abruptly terminate and eject a student in this manner. I was so disappointed in the dentistry eduction. Please help me resolve this situation with Carrington College and solve this debt with this school. Thank you!

Per your correspondence, ************** alleged that she failed her Clinical Skills Evaluations four times, resulting in her failure of the Introduction to Clinical ******************* course (DH100.1) and, ultimately, her dismissal from the Dental Hygiene program. She attributes her failed attempts at the evaluation to having different evaluators perform the assessment. Additionally,she stated that she received no remediation or tutoring after each failed attempt.

    ************** further alleged that she was unaware of a requirement to pass the Clinical Skills Evaluations to complete the Clinical ******************* course (DH100.1).

    As a resolution, she has requested a full refund of the tuition paid.

    BACKGROUND:
    ******************* started the Dental Hygiene Degree program at Carrington College on March 27, 2023. ************** was withdrawn from the program effective May 25, 2023.  

    FINDINGS:
    A review of ****************** concerns has been conducted. Our records indicate that when ************** started the Dental Hygiene Degree program, she received the Dental Hygiene Manual. The Dental Hygiene Manual details the specific requirements for Clinical Skills Evaluations and the impact of failing to meet the requirements (******* A-Dental Hygiene Manual).

    Skill evaluations must be passed with a minimum competency by the designated due dates. For any unsuccessful clinic evaluation (completed below the minimum %),students are required to repeat and pass the competency at the given competency % and must be deemed safe to proceed with patient care.

    Any student who does not pass one or more clinical skill evaluations will be placed on a success plan and remediation. No more than two additional attempts may be made as part of remediation. These attempts will be for zero points. Failure to pass by the 3rd attempt will result in a failing grade.





    It was further determined that requirements for passing Clinical Skills Evaluations were outlined within the Introduction to Clinical ******************* (DH100.1) course (******* ******** Policies).

    ****************** concern that her success on the Clinical Skills Evaluation was impacted due to different evaluators was reviewed. The review determined that it is standard practice for students in the Dental Hygiene program to be evaluated by a new faculty member for each Clinical Skills Evaluation attempt to ensure an independent evaluation. This practice is applied equally to all students and was not specific to ****************** evaluations.Additionally, as an act of kindness, she was given an additional fourth attempt at the Clinical Skills Evaluations due to her concerns surrounding the evaluator change. ************** was unsuccessful in this attempt.

    ************** further alleged that she received no tutoring or remediation after her failed attempts. Our records show ************* received extensive one-on-one tutoring and remediation ******************** Dates).

    In a review of ****************** concern that she was withdrawn from the Dental Hygiene Degree program due to the failure of the DH100.1 course, it was determined that ************** was not withdrawn from the program for the course failure. ************** requested a withdrawal from the program on May 26, 2023 **************** Request).

    RESOLUTION:
    Based on the review of ****************** concern, we cannot substantiate that she was not made aware of the requirements of passing the Clinical Skills Evaluations to pass the Clinical ******************* (DH100.1)course successfully.  

    Additionally, it was determined that she was provided tutoring and remediation for the failed attempts at the Clinical Skills Evaluations.

    Based on the review, the request for a tuition refund has been denied.

    ************** is eligible for reinstatement into the Dental Hygiene program. If she would like to apply for reinstatement into the program, she can contact *************************** at ****************************************************.

    I have been charged and continued to get sent bills and I'm having a huge issue with them not returning calls. I feel like I am being ignored. No one ever gets back to me and i've tried to contact every number I can get my hands on. They have sent me to a 3rd party now who is threatening to send me to collections if I don't schedule a payment plan with a high interest with them. But they won't tell me when for collections. I was paid for with pelgrants through the school and they had someone that they had fired from the school who had messed that up and they are not taking responsibility of this employees actions. My time there was completely paid for and they can't explain to me why I am now getting a ton of bills in the mail. I can't get a clear answer from them and they won't even respond to me now. Only send me these bills in the mail. My school time that I was there was paid for and the only answer I've gotten is that some people at their headquarters canceled it for some unknown reason.

    Thank you for your email regarding ***********************. Per your correspondence, Ms. ****** alleged that upon her withdrawal from Carrington College, she was left with an outstanding balance of $2,842. Ms. ****** stated that she doesnt understand why there is an outstanding balance on her student finance account, as her Federal **** ***** should have covered her cost of attendance. She additionally stated that the balance on her account was caused due to a college employees error.

    Ms. ****** further alleged that she had received phone calls regarding the outstanding balance;however, she is not being provided any information about why she has an outstanding balance. She also stated that she could not reach anyone to assist her in understanding the debt.

    Ms. ****** is requesting Carrington College resolve the outstanding balance on her student finance account.

    BACKGROUND:
    Ms. ****** started the Massage Therapy program at Carrington College on June 6, 2022. Ms. ****** withdrew from the program effective August 25, 2022.

    FINDINGS:
    A review of Ms. ******* concerns has been conducted. The review determined that when Ms. ****** withdrew, the unearned portion of her ***************** Aid was returned to the lender based on Carrington College policy (Exhibit A- Academic Catalog).

    After her withdrawal, Ms. ****** was provided with a detailed breakdown of her student finance account at Carrington College,including the calculation that resulted in an outstanding balance of $2,842 ********************** Packet). At that time, Ms. ****** was also provided with a Post Withdrawal Disbursement Form authorizing the college to receive a late disbursement of ***************** Aid, which would have covered the outstanding balance on her student finance account (Exhibit ****** Withdrawal Disbursement Form). Ms. ****** did not return the form;therefore, the college could not receive additional funding to satisfy this debt.


    Our records reflect that a Carringtons Student Account representative has reached out to Ms. ****** to assist her in arranging payments toward the outstanding balance. Our records reflect that the Student Account representative has been unsuccessful in making contact.

    Carrington College is unable to substantiate that an error on Carringtons part resulted in the balance on Ms. ******* student account. Additionally, it was determined that Ms. ****** was provided a full breakdown of her student finance account at ********************** and the opportunity to request funds to resolve the outstanding balance.

    Due to this, her request for Carrington College to resolve the outstanding balance on her student finance account has been denied.

    Ms. **************** contact Carringtons Student Account Representative, ***********************, directly at *************************************** or ************ to make payment arrangements towards the outstanding balance.

    I am rejecting this response because:

     This school refuses to take responsibility for any wrongdoing they have done me. I had to reach out to all of these departments yet they claim that they have reached out to me. All of a sudden I just started receiving bills via mail. I never got any sort of information as they are claiming. Please provide me with evidence of how and when you sent out this document to me. I surely never received it... It is incredibly awful you keep referring me to *******, she also claims they emailed me back in January yet there is no email record?? She has been incredibly unhelpful. She just wants to lock me into some contract with an interest rate for paying off the "debt". And won't even tell me when I will be sent to collections. This is getting to the point where I am going to have to get a lawyer since i'm being messed around with a lot. The evidence you attached is a document that has my signature on it that I have no recollection of and do not have in my documents that I signed with carrington. Please provide me with the evidence of the so called reaching out to me. Because I have only ever had to reach out to you to provide me with evidence why this is happening. 

    Also I never withdrew from the program. I took a leave of absence because I was pregnant and giving birth. This is absolutely ridiculous. This is how you treat students that have families. I'm disgusted with Carrington.

    Hello,I was enrolled at Carrington College in the *** program at the *************, ** location, and upon being diagnosed with a couple of disabilities. Unfortunately, I was forced to withdrawal due to my current health circumstances. I then provided the school with all of the diagnosis documentation from my physician, where they were able to complete the withdrawal 9/6/22; however, they charged $2,252.54 for 4 weeks of attendance, and deducted that from a ****** *** loan from which I was initially told by ***** during the financial aid process, that it would not be deducted from the disbursement right away. The school's financial aid department took 3 months to return the disbursement as well as the APR somehow increased from 7% to *****% and accumulated nearly $700 in interest just in the 3 months of not returning the funds to ****** ***. They based the interest off of the total $18,200 that was initially disbursed, and not the $2,252.54 that the school took. Also, they didn't even give me the option to just pay the tuition directly to the school in full. I had been going back and forth with ***** in the financial aid department, who took weeks to return my messages. Then our last correspondence where she had informed me that she sent the concerns up the ladder to her supervisor, but then I sent a follow up email to see where things were at a week later, and I received an auto response that she is no longer with Carrington College. I then reached out to *** who is the head of the school, and received a response from ***** in the admissions department. I provided her with all of the correspondence regarding my concerns, and she informed me that she also sent it to her supervisor, then after 3 attempts of following up, I received an auto email stating that ***** is no longer with Carrington College and to forward all correspondence to an ******************************************** However, I again am not receiving any responses. Now, because of these errors and failure to follow through, the accumulated interest is up to $900 with ****** ***. I am dealing with my disability with many medical bills to pay, and feel this entire process with the school financial aid department has been an utter disaster, and a lot of stress.

Per your correspondence, ************** alleged that she withdrew from the institution shortly after she started the Physical Therapy Assistant program at Carrington College. ************** alleged that Carrington College used her ***************** Aid disbursement to pay for her program attendance cost. However, she was told it would not be deducted immediately.

    She further alleged that Carrington College delayed returning her ***************** Aid after her withdrawal from the institution, causing her to accumulate up to $900 of interest with her lender, additionally stating that her APR was changed from 7%to 14.99%.

    ************** further stated that she had experienced difficulty in receiving communication with the campus regarding the charges.

    As a resolution, she has requested a refund of the tuition paid.

    BACKGROUND:
    ********************* started the Physical Therapist Assistant Degree program at Carrington College on August 8, 2022. ************** withdrew from the program effective September 1, 2022.

    FINDINGS:
    A review of ************** concerns has been conducted. Our records indicate that when ************** enrolled in Carrington College,************** was utilizing Federal Student Aid and a private loan to fund her cost of attendance (******* A-Financial Plan).

    When ************** started her program, she was enrolled in a term scheduled from August 8, 2022, thru November 25, 2022. ************* withdrew from the program on September 9, 2022, before the end of the term ******************* Transcript). Per Carrington Colleges published policies, Carrington College provided ************** with a withdrawal packet reflecting any outstanding balance with the institution and her Federal Student Aid Loans status on September 27, 2022 (******* ********** Catalog).

    All refunds are calculated according to the last documented date of attendance and issued within 30 days of the withdrawal notification, the date Carrington determines the
    Student is no longer enrolled (whichever is earlier) or as otherwise required by applicable state and/or federal regulations. For a student who fails to return from an authorized leave of absence, the withdrawal date is the student's last date of attendance.

    The withdrawal calculations provided to ************* reflected that at the time of her withdrawal from the institution,Carrington College had yet to receive her ***************** Aid. Carrington College canceled the loans with the lender before receipt ********************** Packet). The cancelation of her ***************** Aid left an outstanding balance of $2,252.44 on her student account with **********************.

    Our records indicate that ************** private loan funding for $20,404 was certified on August 15, 2022. However, the funds were not posted to her student account until September 28, 2022, a day after her withdrawal calculations were complete. Private loans are not governed under the same policies of ***************** Aid, as they are not Federal Student Loans. Private loans are certified in advance; however, they can disburse after a student is withdrawn to cover any outstanding balances with the institution.The private loan received after **************' withdrawal was utilized to satisfy the outstanding balance of $2,252.44 on her student finance account (*********- Ledger). 

    A review of ************** concern that she was advised that the cost of attendance would not be deducted from the loans right away was conducted. The review determined that because ************** withdrew mid-term,it created an outstanding balance on her student account. Once received, her private loans were used to satisfy the debt. The timing of the deduction from the loans would have been extended had ************** remained actively enrolled during the course.  

    A review of the change in ************** interest rate was conducted. It was determined that the interest rate and terms of loan repayment for ************** private loan are based on a contract between ************** and her lender. ************** will need to communicate directly with her lender regarding this concern.

    We cannot substantiate the concerns that Carrington College failed to cancel her Federal Student Aid Loans within the published time frame resulting in additional charges from her lender.

    Based on the review, the request for a tuition refund has been denied.

    Carrington College apologizes if there were any delays in communication with the campus.

    I am rejecting this response because:  The response to my complaint is inaccurate, the ***************** Aid was not disbursed.  It was the ****** *** loan (private loan) that was disbursed, and they have informed me that because the funds were not returned for 3 months, where the school is responsible for returning these funds, that because of this delay, I am stuck with the interest accrued for that 3 month period.  It displays on the financial plan that interest would not begin until "6 months after leaving school", so I don't believe I should be responsible for the interest accrued within that 3 month period due to the school taking their time to process the withdrawal calculations.  I have thoroughly spoken with **************** regarding the interest accrual and I even applied for a forbearance, for which they have denied because again, they explained that it is "the schools responsibility to return the funds".  Also, as I stated in my complaint, during this process of the withdrawal, I wasn't even provided the option to pay the school outright for the $2,252.44 which would have avoided this interest accrual in the first place.  However, because of their delay of processing the return funds, I am now responsible for the 3 months of interest.  I feel these are careless and unethical practices that I was initially misinformed about when the interest begins accruing (6 months), and especially for someone who has had to withdrawal due to disability.

    I attended Carrington College Westside in *******, ** 2009-2011. During the course of my schooling I switched programs from Radiology to Nursing. When I switched programs Carrington failed to refund me for a set of classes that I never attended as I was in trasition of switching programs. Thsi error caused me to have to pay thousands of dollars out of pocket during the remainder of my schooling. I recently inquired with Carrington College about my financial ledger when I was a student, and after reviwing my ledger, it is apparent that very suspicious and fraudlent charges were performed 8 months after I graduated and had an affiliation with the school. I graduated November 2011 and in June 2012 a series of credits were on my ledger from the class that they finally credited as well as "refunded payments" that were never refunded to me as the ledger states. ****** then refunding this money to me as it should have been, there created a series of account transfers and fake charges to make the account look like it had a zero balance. I had been speaking with ******************* through email regarding the matter, but she has failed to further acknowledge my concerns and has stopped repsonding. I have asked repeatedly whom I would speak with to get clarification on the matter and have gotten no response. I need someone to further review the last several transactions on my ledger and refund me the amount necessary. I am attaching my ledger as well for review.

    BACKGROUND:
    ************************** started the Medical Radiography program at Carrington College on December 8, 2008.************************** withdrew from the program effective January 29, 2010. ************************* then started the Associate of Science in Nursing program on March 22, 2010. ************************** graduated from the Associate of Science in Nursing program on November 4, 2011.

    FINDINGS:
    A review of ****************************** concerns has been conducted. The review determined that ************************** contacted Carrington College in March 2023 regarding these concerns. At that time, his student finance account was thoroughly reviewed. The findings of this review were provided to ************************** in April 2023 (Exhibits A & B- ***** Communications).

    Our records reflect that on May 5, 2023, in response to ****************************** additional communications, he was provided with a thorough analysis of his student ledger and a review of each transaction in question (Exhibits C- ***** Communications).






    We are unable to substantiate ***************************** concerns regarding incorrect or fraudulent charges on his account. The review determined that all claims made by ************************** were investigated. It was also determined that the analysis of his concerns validated that our findings were consistent with the policies and procedures at that time.

    Due to this, his request for a tuition refund has been denied.

    I had several complaints about the school attempts to expell me for really lame reasons, since the last term. I feel like I am on the ** show survivor game or a tug of war trying to make a success with a new career and school banishing that aspiration. I was sent to an externship for hands on, since in class we can't really do that part of the training. I was sent to a no touch just observe clinic. The clinic was toxic and caddy. I had an employee corner me in the break room to the point I felt like I had defend myself, because I said something after three weeks of verbally being abused even profanity towards me. The school has said they have no place for me to do externship. My VRAP money for school has exhausted. I feel it is unethical that you take in more students than you have externship sites, because the site was far from a healthy learning experience. I can't graduate. I should just get my certificate. I have nothing to show for 8 months of sacrifice and school! I will go to a lawyer. I have all the screenshots where you shaved grades. The Angel ******* that you tried to expell me for. I feel that I was put in a bad environment on purpose, so I wouldn't graduate. When I signed up I was promised a externship and job placement, which you are clearly are struggling to find people even externship. This is not my fault and VA won't pay you. I should not have my certificate held hostage, because of a lack of following through on I EMPTY PROMISE. I worked 8 months for nothing, so you can make money. You take more than you give. I passed everything, except there no externship site for hands on to be EMPLOYABLE!I just want my certificate. I can't go past this semester VRAP runs out. If you can't find me a adequate place to do hands on. I WANT ** CERTIFICATE!

Additionally, stating that after being dismissed from the site, the college does not have an additional externship site for her to complete the required hours.

    As a resolution, she is requesting that she receive her diploma from Carrington College. 

    BACKGROUND:
    ************** started the Veterinary Assisting Certificate program at Carrington College on August 30,2022. She is scheduled to complete her program on May 5, 2023.  

    FINDINGS:
    A review of ****************** concerns has been conducted. Based on the review, it was determined that ************** reached out to Carrington College on April 13, 2023, stating dissatisfaction with her externship (******* A- ***** Email). In conjunction with the policies outlined in the Carrington College Student Handbook, ************** was advised to continue attending her site while her concerns were reviewed (******* B- Carrington College Student Handbook).

    "Site reassignment will only occur when the school has decided that the original facility is not meeting our educational requirements. If at any time you develop concerns about your externship or clinical site and would subsequently like to discontinue your externship at the site, you must notify your ****** Services Advisor, Clinical Coordinator, or Program Director immediately to express your concerns. ********************* will review and investigate your concerns. While your request is being reviewed and your concerns are being investigated, do not discontinue your externship or clinical rotations unless you have been specifically instructed to do so by your ****** Services Advisor, Clinical Coordinator, or faculty member."




    The same day, April 13, 2023, ****************** externship dismissed her from the site and requested that she not return to the facility. Per the Carrington College Academic Catalog ******************** Catalog), externship locations have the right to dismiss students from their site.

    "Carrington College has agreements with a variety of facilities that host students during clinical rotations or externships. These facilities retain the right to dismiss a student from externship for a variety of reasons, including misconduct, failure to follow established policies, etc. In some circumstances, the reason for the dismissal may result in a referral to a hearing board for a violation of the student code of conduct. In other cases, the campus will work with the student to review the reasons for the dismissal and will determine how a student can be successful in a subsequent placement. In this case, ****** Services or the academic administrator for the program will assist the student in finding placement at a second externship or clinical site."

    After her dismissal, ************** was advised that Carrington College would try to secure a second externship site based on site availability.

    Carrington College can only provide ************** a diploma for completing the program once all requirements are satisfied. This includes completing 180 externship hours (******* ********* Requirements).

    The college is continuing to look for another site for ************** to complete this requirement if she would like to complete the hours.

    I am rejecting this response because: the site back me in a corner and picked a fight, while I was being blocked in. I thought I was going to have to defend myself. I finally got away didn't argue back to escalate that matter further, as the employee has some serious anger issues. I went and got my thing, before the manager told me to leave. I was already on my way out. I have a security license and already had a offer. I just wanted to finish. I asked the first week to move, because no hands on means no training that I paid. The site then twisted everything around called the cops and demanded my address from the school. I am baffled why someone went this far, because a false police report can ruin someone's life. I have a security license why would I be aggressive or confrontational at an externship site when I barely spoke and only ask questions about process and said good morning. This is defamation of character that can ruin my life and professional license. The other girl who went to externship, before me didn't finish either and I don't think I was sent there by accident m, which I was sent there to fail.  How can you do this to someone this is EVIL.  I had enough of the abuse and backstabbing and I want my certificate. I will not go to another toxic environment and jeopardize my security license!  You got to be kidding!  *********** is a scam and the site said everything on the externship sign off sheet was outdated and obsolete!  Don't go to this school. They are the cut throat and unscrupulous people dealt with. I pray for karma. I will not be blamed for anything else and won't even pick up my check at the school for fear of being threatened with a false charges.  You can really ruin someone's life by lying. I'm done. I had only 75 hours left and worked my tail off 8 months for nothing.

    Carrington coege of **** told me at the beginning of the school year I was fully covered by my fasta. I went to the school for almost 9 months. I'm two week out from my externship. They tell me now that they haven't been paid but I have a federal document saying they were paid over ******** already from the federal government. ******* from the financial aid department said the numbers don't match and needs a document from the irs. I called the irs and they are sending it in the mail. See says I owe $14,000 and they haven't been paid anything. I am disappointed in them.     I was denied enrollment back into Carrington College because of a balance. I was told 2 business days prior to a start date. I filed a complaint/grievance with the school and it has taken 3 months to get a final response and I was still told I am unable to enroll without an X amount of payment of front. The **** of Nursing was not aware of my circumstance and I understand in the student manual, as a nursing student, the **** is part of the complaint process. I have emails of communication beginning from August of 2022 to present showing none of my questions were answered. No explanation of why and how my denial was decided by supporting documentation with no bias. None of my questions were answered of who would be involved in the decision making and why the amount of time its taking to decide is appropriate. I asked several times for supporting documentation to help me understand their decisions and the process. Everything has been kept secret from me. I dont believe my circumstance was handled professionally, appropriately, unbiased, or by policy. As a student, I have the right to know every step of the way if things are handled the way they are suppose do be. I deeply feel none of my questions were answered because they are in the wrong doing. I believe none of my questions were answered because i am being treated unfairly and they have no other way to cover their wrong doings.     Thank you for your email dated November 8, 2022, regarding *******************************. Per your
    correspondence, **************** alleged that she had enrolled in the Associate Degree in Nursing at the Mesa
    campus and was advised two days before the scheduled start that she was not eligible to start the program.
    She also alleged that she had not received any explanation for why she was denied entrance into the
    program. Additionally, stating that she had followed the formal complaint process outlined in the student
    handbook; however, the process was not followed.

    She has requested to start the Associate Degree in Nursing program at the Mesa campus on November 28,
    2022.

    BACKGROUND:
    **************** started the Associate Degree in Nursing program at the *********** campus of Carrington
    College on January 4, 2021. She withdrew from the program on April 4, 2022.

    FINDINGS:
    A review of ******************** account was conducted. Based on the review, it was determined that when Ms.
    ****** enrolled in the Associate Degree in Nursing program at the *********** campus, she elected to
    utilize both ***************** Aid and cash payments to fund her cost of attendance at Carrington College
    (******* A- ********* Plan ). To finance the cash payment, **************** signed a Tuition Loan
    Agreement with Carrington College, agreeing to pay a total of $33,531.08 thru monthly cash payments
    (******* B- Retail Installment Contract) to the college.

    **************** withdrew from the Associate Degree in Nursing program at the *********** campus on
    April 5, 2022, stating that she wanted to transfer to the Mesa campus to complete the program. At the
    time of her withdrawal, she had an outstanding balance of $10,963. She was advised by Carrington
    College ********* Services to continue making her monthly Tuition Loan payments as scheduled during
    her transition to the Mesa campus.

    In July 2022, **************** applied to re-enter the Associate Degree in Nursing program at the Mesa
    campus. As part of re-entry into a program, the campus reviews a student's account to determine the
    student's eligibility. The review includes prior academic records, outstanding financial obligations, and a
    funding source for future course attempts, as Carrington College requires students to have tuition paid in
    whole before classes start ******************** Catalog).

    "Tuition is due in full prior to the start of classes unless deferral arrangements have been made."

    The re-entry process also involves an interview with the **** of Nursing. Our records reflect that Ms.
    ****** completed the required interview with the **** of Nursing on July 22, 2022.
    On August 1, 2022, **************** met with Carrington ********* Services and was advised of the
    outstanding balance on her student account and how that will impact her ability to start the program.
    In an effort to assist **************** in entering the Associate in Registered Nursing program, *********
    Services sought approval for her to start with a $500 payment towards the outstanding balance. On
    August 3, 2022, she was advised by Carrington ********* Services that she was approved to start with the
    $500 payment.

    On August 4, 2022, the Mesa Campus Director met with **************** and advised her of the outstanding
    balance on her student account and the delinquency on the cash payments. She was advised that he would
    work with her to start the program if she made a $500 payment toward the outstanding balance. During
    that meeting, **************** stated that she could not pay $500 as she had no source of income. After the
    meeting with the Campus Director, **************** reached out to the ** of Operations requesting an
    exception to start the program without the required $500 payment.

    Based on that communication, on September 7, 2022, Carrington College ********* Services reached out
    to **************** to see how they could assist her in securing funding to return. It was determined that Ms.
    ****** had reached her aggregate limit with the Department of Education, making her ineligible to utilize
    any future Federal Student Loans to fund her cost of attendance. ********* Services informed ****************
    that the potential cost to complete her program with the Mesa campus would be around $39,000. Ms.
    ****** was advised that she would need to secure an alternative form of funding to pay for her cost of
    attendance at Carrington College. At that time, **************** stated she had just filed for bankruptcy and
    would be able to start making $200 monthly payments to Carrington College. At this time, ****************
    has not made those payments (******* ************************************* contacted the ** of Operations again, requesting an exception to start the program with no
    payment towards the outstanding balance and no future funding source. She was advised that he would
    not ***** the exception. He advised that she was welcome to apply for the program for future terms;
    however, she would need to pay the outstanding balance below $4,000 and secure a future funding source
    before starting the program.

    ******************** concern that Carrington College failed to follow the formal complaint process in responding
    to her complaint was also reviewed. It was determined that Carrington College does not have a record of a
    formal complaint filed by ****************. Students must follow the formal complaint process prescribed in
    the Student Handbook to initiate the formal complaint process (*********- Student Handbook).

    What to File


    A formal complaint or grievance must be submitted in writing and should include the following:

    I. The Complainant's name, student number if applicable, address, email address, and phone
    number.

    II. A complete description of the concern/issue, including date, location, and all individuals
    involved, including the person against whom the complaint is filed and/or witnesses.

    III. A description of what efforts, if any, have been made to resolve the issue informally, including
    individuals contacted by the student in the resolution attempt.

    IV. A statement of the resolution is requested.

    Where to File Complaint


    The complaint should be filed with the Campus Director or their designee at the campus the student
    attends. Online students should file a complaint with the **** of Academic Affairs Online. If the
    person holding one of these positions is the subject of the student's complaint, the student can submit
    the complaint to the Manager of Student Affairs. They will determine the appropriate person to
    investigate. The written complaint can be submitted electronically, in person, or by mail.

    RESOLUTION:
    Based on the review of ******************** concerns, it was determined that Carrington College followed our
    published policy in requesting **************** to pay her outstanding debt and secure funding before starting
    her program.

    It was further determined that Carrington College does not have a formal complaint from *****************

    I am rejecting this response because:

    Im flabbergasted with Carringtons response. A well-known organization college intending to defame my character. Falsely making statements against me, and falsely making statements against the actual truth of what has actually taken place. I am a student. I am a student who was only trying to continue my education with the same college organization I began with in ***********, **. On 4/6/2022 I started the dis-enrollment process, via email, as I was directed to do from *******************, the Assistant **** of Nursing from the *********** campus. This was with the intention of re-enrolling into the mesa location. The date of 4/5/2022 mentioned by Carrington in their response is incorrect. I have my email to support my original request for LOA, Leave of absence, stating to begin LOA 4/11/22 and returning to classes on 8/8/2022.

    In response to speaking with the **** of Nursing indicated in the response from Carrington, I did speak with ********, who called me from ph# ************ at the ******* location. Speaking to ******** was only in relations to interviewing me as a returning student, which I was accepted back into the program. I have the voicemail specifically stating that was the reason. It had nothing to do with my complaint/grievance that occurred later. I contacted the **** of Nursing at the Mesa location on 10/20/2022 to try and find out a status on my return and she new nothing about my complaint. She stated she would reach out to the director. I understood at that time *********************** was the interim Director for the Mesa location. I understood from the student handbook, the **** of Nursing should have been part of complaint/grievance process. 

    Thereafter, I was contacted by **** in the financial aid office at the Mesa location on 8/1/2022 to continue the process of my return. It was discussed over the phone quoting I had roughly about a $2500.00 balance. I have a voicemail from **** allowing me to choose an appointment time. This was for me to meet with her to make a payment of $500.00, up front, allowing me to start classes by 8/8/2022. We agreed over the phone, when we spoke again on 8/4/2022 that I would be able to make that $500.00 payment amount. So, we schedule for 8/5/2022. The statement in Carringtons response that Carrington approved me to pay only $500.00, and that I was unable to pay this amount so I declined to pay, is false, intentional misleading, and dishonest. I am so astounded by such claims against me. Also, if that was the case, why would Carrington later change the amount to a much higher payment of $4000.00 saying I have to pay that to return? What sense does that make? As far as *** recognizing, Carrington just got caught in one of their lies. If you claim I couldt make a $500.00 payment, why would you increase it to $4000.00? The amounts keep changing, but no one is providing me a formal policy how this is calculated. Its bias. You allow who you want to return. Maybe its discrimination

    In regards, to the alleged balance of $10,963.00, I was not aware of it until *******************************, former Director of the Mesa location as Ive recently learned, brought the amount to my attention via a phone call on 8/5/2022. I have a voicemail from 8/5/2022 at approximately **** ******************** asking me to return his call. This was the first discussion with him telling me he could not allow me to return to classes due to the balance. He was aware I was going to meet with ****, the financial aid representative, at **** that day. So, ******************** advised me to still attend my meeting with ****. However, myself, ****, and ******************** ended up meeting and ******************* spoke about the balance and my return. I have a separate email to *********************** detailing my discussion during that meeting. The approval to make a $500.00 payment was not discussed if I were to pay that day I could return to classes.i was absolutely not given that option. I would have paid it! Thats what I was there for! ******************************* denied me regardless of what I mentioned, stating I had to pay the full amount of the $10,000.00. I was in tears because I knew I could not do that. ******************** even stated to me to save for the next few months to come up with that $10,000.00 amount and then I could return. ****, the financial aid director, was in that meeting and she knows the truth and can witness this discussion. I was going to pay the $500.00. Thats why we set the meeting in the first place. So, I could come make a payment. Why would I lie about that? I had the money. I am more than halfway done with the program. Why would I throw that away if I only needed $500.00 to re-enroll? The main purpose of my complaint/grievance is not only denying my re-entry, but the PROCESS of denying my re-entry. Carrington should be ashamed of themselves to lie about that meeting, what actually happened, and what was said. Unbelievable.

    On 9/7/2022, *****************************, she is the Director of Financial Aid contacted me stating she was going to see what she could do to assist me and hopefully get me back into classes. She requested I apply again for Financial Aid for the 2022-2023 semesters and email her my confirmation page once completed. I also informed her **************, a company whom I was making my payments to, emailed me offering to start fresh on the balance. I forwarded that email as well. Tuition option stated I was only about $1000.00-$1200.00 behind and she didnt understand where Carrington was getting the $2500.00 from. ******* asked what I could afford to pay per month. I offered $200.00. This is where the $200.00 comes into play. It was not set in stone that I would be paying that. If that was the case, there would be completed formal paperwork. There is none. It was not discussed with ******* that I needed to secure an alternative form of funding. We only spoke about financial aid, to apply, and to wait for that to determine further. Yes, it was also discussed I had just filed bankruptcy and I voluntarily provided my reason why. I lost my apartment and previous vehicle due to not working enough to pay bills while attending classes in ***********. My plan to relocate to ** and attend Mesa Carrington College would have allowed me to work FT and attend school in the evenings. This would have allowed me to pay all my bills including my school payments. I explained this to ****, *******************************, *******, and ***********************. These continued lies, this one stating that I have failed to pay the $200.00 is again intentional misleadIng by Carrington College. This was a proposal, not an agreement. In addition, my filing with financial aid stated my eligibility information says I may qualify for a federal pell ***** of $1,045.00, and ************************** Federal direct loan program of $10,500.00. I was never contacted for a follow up on my financial aid process. I had to contact ******* myself, twice, to find out what was going on with my FA. I emailed her on 9/23/2922, no response. I emailed again on 10/3/2022 and she finally replied apologizing for the delay and she would reach out today to see if a decision has been made. Never heard back. I emailed her on 10/14/2022 to ask if she knew the process of this re-entry and she never responded. 

    I was denied by the former director, ******************************* and ** of Operations, ***********************, with no formal representation. I was not presented any formal paperwork or policy to support their claims of denial. I understand the balance being outstanding, which I presented my plan for payment because I was asked what my plan was to pay my way through school. I asked numerous of times to please present me policies of how, who, and where the amounts they were presenting are involved and/or calculated for determination of denying a student re-entry. I brought forth I felt there was bias behavior to only tell a student they cant re-enroll with no formal supporting documentation. I was ignored and until this day have not been presented any formal supporting documentation to show how the decision was made, who was involved in that decision, how the returning amount they are asking me to pay up front was calculated, why it took three months to determine, and to professionally present to me as a student, my right, to know these things. The statement **************** contacted the ** of Operations again, requesting an exception to start the program with no payment towards the outstanding balance and no future funding source is flabbergasting. Quite laughable actually. I have emails to prove thats not true at all. Again, Carrington, you should be ashamed of your behavior and habitual lies. Thats not even my character to try to get an education and not pay. 

    In regards to formal complaint, I was explained that *********************** was above in rank over *******************************. ******************** was my original complaint. I was not comfortable to go to the person I have a complaint directly towards to report to him. I asked, via email, to *********************** asking him directly if he could help me or guide me in the direction of what I need to do. He is ** OF OPERATIONS, he should have explained to me the correct process. Instead, he quoted let me what I can do. It took from 8/9/2022 to 10/28/2022 to make a final decision and I was still denied.  No follow up from financial aid. No follow up from anyone. No documentation presented to me. I have ignored emails during this time frame, but yet a dollar amount to pay and a denial, via email on 10/28/22, was all I got. The way I have been treated by this college is unprofessional, belittling, and unacceptable. I will continue to fight this until this illegal act of bias is exposed.

    I signed up for the Respiratory therapist program here in *********. I signed up for an IN-person course ( they dont offer an online course for this program) and I received an ONLINE course for 4 of the 6 semesters the program has required. I told them about my learning disabilities and physical disabilities before deciding to go to their school. I was told I would get all the extra help I needed to graduate. I never received any of that extra help and now I cant pass the exit exam to graduate. I dont learn online at all and I barely passed the online classes ( the whole time being told "dont worry we will go back just keep moving forward" we never went back. I was tested by a workmans comp vocational rehab company before being placed in this school and received the highest scores they had ever seen, so im NOT dumb at all I just need to be taught correctly. my audio is in the 20% and my visual is in the 90% so I have to be shown things to learn them. so as of today I am 2 1/2 years into a 2 year program (sold my truck to pay for the class again as classes aren't covered by loans only full semesters) I take the exit exam for the 2 times and score the same as the 1st test 7 months prior, I tell them save my 3rd try for next semester and I will just have to pay again. nope they made me take the 3rd try the next day and I scored the same again. I emailed the director to complain about the fact that I got no extra help and I was harassed during my classes making this the worst experience of my life. I received an email saying that per their progression policy I wasn't eligible to take the class or exit exam again. covid is the reason I wasn't given proper training and I did hire tutors, bought outside programs, stayed at school for 10 hours per day with NO help. I want the school to make this right or refund me fully so I can go somewhere that will train me correctly. watch they will respond by blaming me for their issues. watch their response.

    I am rejecting this response because:

    I got the response from the school and like I said they are blaming me for their lack of help. I informed their ada **** that the local school district didnt keep files from back in the 80s when o was tested for my learning disabilities. I was each week crying to the program director for help. Even my vocational rehab company reached out for extra help. Before I started the school they promised all sorts of extra help. They never gave it.

    So my question is are they actually going to help me to try to pass this retaking of the test?

     Thats what I need is the extra help I was promised the whole 2 1/2 years. I have been teaching myself outside of class this whole time and its not enough. I am lost in class and kept begging them to go back over things only to be told keep moving forward and we will go back. They never went back.

    I said they were going to blame me when they were informed about the school district not keeping those records.  The paperwork they attached was talking about my pain management dr and that doesnt help with the learn part it would only help with the disabled parts of my body like mobility.

    I will reach out to the vocational rehab to see if I can get a statement from them also stating that they promised all this stuff and didnt do it.

    How do I handle this in your opinion? All I want is the extra help I was promised the whole time. I never got it and my test scores have stayed at 50-60% without their help. Imagine if they taught me correctly what my scores would be. I learned vents in a 2-3 hour one on one tutoring that the teacher did with me on her time. I passed that class at exactly 70% from just a couple hours of correct teaching. I feel with the extra help as promised I will advance as I should have.

    I have adhd and I ramble so sorry if this is confusing email. Im emotionally exhausted from all this

    Started a program here, was not made aware of how disbursement of payments were completed by them. Took out an extra loan to help me during the process off getting my education and they decided to dictate how I received those funds. Contacting their financial department many times without any resolution and then communication stopped completely. Very unprofessional, and Im left in the dark regarding what ever happened with the money.

    Based on the review, Carrington College is unable to substantiate that ************** was not provided information on how his Federal Student Loans would be disbursed and applied to his student account with



    Carrington College. It was also determined that Carrington College is in the process of providing ************** with a written summary of his student account at Carrington College, including the status of all Federal Student Loans.
