May 2024 during demolition employees/contractors of Precision General Contracting broke the sprinkler system valve station and emergency shut off valve. I sent a text message to Project Manager **** ********* to approve the repair of the sprinkler valve as I had strict orders not to do any work without an approved change order. **** replied within 1 hour he had notified the ******* ***** about my text message approving the repair. The next morning I found my entire sprinkler system removed and a Change Order for $12,600 (including a new sprinkler system with new pipes and valves plus other not approved items) was sent to me. I told PGC to reinstall the sprinkler system. They did and charge me $3,000.I provided proof I only approved repairing the valve to ******** *****, **** *********, and their lawyers. The materials were taken back by PGC and they didn't even adjust the price for that. Six weeks later with No contracted Face to Face meetings, meditation, and arbitration Precision General Contracting issued a mechanics lien on 7/24 which includes the $3,000 for the sprinkler system they damaged, removed, and placed back in the ground. They did not hook up the wires to the control box. It was not functional and I paid replacement contractor Greenway $3,300 to replace the now damaged system. Precision General Contracting will foreclose on my home if I don't pay this, charges for poor workmanship (drainage - Precision General Contracting has received notice of my poor workmanship complaint from the Contractors state licensing board), and charging for work not completed (demolition).Business response

We are in the process of a legal dispute with Mr. ******* the Better Business Bureau is not the proper forum to settle this matter. Mr. ****** is in breach of contract and refuses to pay Precision General Contracting for the work completed.Customer response

The response is one from a company that has something to hide. The BBB is here to protect consumers from PGC's deceptive underbid practices followed by unauthorized work and file a lawsuit as harassment and intimidation.
The issue is poor workmanship and performing tasks not in the contract, without an approved change order, and no written approval. **** ********* did $12,600 of work based on what he states was a verbal approval.
This is about no ******* or Project Manager on site to provide direction. The unsupervised crew installed $9,600 of unusable drain pipes. This was the contracted 80 linear feet and another unauthorized 100 feet **** ********* added to the contractor because of ineffective installation.
They charged $100 per piece of plywood to cover the muddy mess they made as per my original complaint.

Could you clarify what Mr. ****** is specifically seeking? He has disputed the $1,000 payment but has also mentioned other unrelated issues. We are currently working with our lawyers and Mr. ******* legal representation to resolve this dispute.Customer response

I specifically request Precision General Contracting to adjust the erroneous $35,500 invoice in recognition of my documented math based forensics accounting.
The invoice includes $2,700 in charges for product not delivered.
$9,600 of unusable drain lines removed and replaced by the replacement contractor.
$3,000 for renderings for which we declined to have created.
$3,000 for removing our irrigation system which was not in contract and no change order approved. PGC claims verbal approval which I have provided documentation to prove only repairs were approved.
Explanation why dirt, rock, and 3" concrete with no rebar is being charged at $7.09 per square foot. This is the fraudulent front loading of expenses to overcharge us for cancellation of the contract. I have forensic accounting to prove how the contract is front loaded and altered because of the termination.
Deduct for the unfathomable demolition of a wall footing. Compensation to reinstall the demolished foundation wall footing and the location of same. This has been requested several times. PGC is billing me for the unauthorized demolition of a foundation wall footing and refuses to tell me where to enable me to have an inspection and subsequent reinstall.
The owner of PGC is a 50/50 split to resolve demeanor and ignores the math.

When it rains hard, the house roof leaked through the blue underlayment paper,( I paid for titanium underlayment. Leaking caused five areas of house ceiling leaks, not repaired ceiling. 2 the new patio roof has an insufficient declination. Rains cause polycarbonate roof to leak, the roof is poorly installed ***************** promised to repair the roof, then he called me and said IT is not in the contract. 3 they wont connect my smarty to theSolar System electrical system 4 I saw the text between the Salesmans( ******************* ) and there present time $500 to remove the five solar water panels total $2500, the $2500 was charged in the contract price , but not identified nor removed from the $53137. I removed the Solar water panels myself, to not have paid the outrageous $2500 to remove the panels . Being eighty years old it took me a full day to remove toe Panels. I should be refunded the $2500. Do I need to acquire a lawyer?Business response

The leaks inside his house were a previous issue and are not our responsibility. We have gone out to repair the issue for the patio cover already. Unfortunately, we cannot connect his system to Enphase monitoring because he does not have WiFi set up at his house, which is necessary in order to monitor his solar system. If he would like to set up WiFi we can connect the monitoring. There is nothing included in our contract regarding the removal of the solar water panels. This customer is refusing to pay us the remaining balance of $2,000.00, although we have requested it numerous times as our final payment is due upon completion of the project which has been completed.Initial Complaint

On 10/14/2022,my husband and I signed a contract with Precision General Contracting for a solar energy system for our house. The physical work has been done, e.g. solar panels, batteries, and switchgear has been completed for at least 2 months. It is now 5/17/2023 and we still are not hooked up to SDG@E. Precision can not seem to process the application with our utility company. Precision is proving to be incompetent in their ability to finish the job. We contracted with ************* on 10/14/22, signed solar plans on 10/27/22 and were pending permit until 1/25/23. We installed the solar system and battery in mid-February and continued on electrical work for both the battery and the system until mid-March. We completed the final inspection at the end of March. Since the final inspection took place, SDGE has been denying our application for the net metering, which is required in order to turn on their solar system. Unfortunately, we have made the requested corrections and resubmitted the application many times. This is simply a clerical error with SDGE. We have completed the solar installation and solar permit as per our contract. We are working diligently to get this application approved through SDGE.Customer response

Per response from SDG&E net metering on 5/17/23, the application was still pending corrections. As we perceive this response, the drawing errors identified ten days earlier had not yet been corrected. That was the response regarding the second notification that the drawings were incorrect; they did not match the installed configuration. The original notification of drawing errors was more than six weeks ago, around the second of April. When Precision completed the physical installation on March 13, we were told to expect to have the application approved within 3 to 5 days, normally. One would think that drawing corrections could be made, verified, and submitted within two months. We are irritated because the company is not meeting the expectations that they repeatedly iterated to **. Their response by phone today was Its not our fault. This statement was after the company representative told me that she did not know what SDG&E said was wrong. I pointed out what SDG&E had identified as the errors in the last paragraph of the emails they sent denying the application. We do not consider their response adequate or appropriate.Business response

The corrections SDGE has requested have been submitted and denied for different reasons since the beginning of April. The latest correction notice was sent on May 3, 2023. The corrections they are requesting are much more complicated than what is listed on the email SDGE provides the customer. We have been in contact with SDGE to come to a resolution. Unfortunately, we are not affiliated with SDGE and cannot be held responsible for a longer timeline than originally anticipated. Our office manager took responsibility for the delay in getting this completed and said she would work on getting the proper corrections in as soon as possible. The customer demanded a timeline, which cannot be given as this is out of our hands and relies solely on SDGE and their processes. We are doing everything we can to complete this project, and turn on the customers solar system.
