    We accepted a proposal from ********************* with Catalyst Bldg ******************** on 4/25/22 to replace our Trex deck and add a ************. Deck was to cost $18,656.00 and the pergola $12,600.00 for a total of $31,256.00. We paid $1,562.80 at contract signing on 4/25/22, then we paid $15,628.00 at the job start date of of 4/29/22. The deck installation was completed on 5/13/22, at which point we paid $7814.00. This was to cover the cost of the deck and 1/2 the cost of the pergola, remaining amount to be paid upon pergola installation. When the contract was signed we had been told that it would take **** weeks for the pergola to be built thru Trex. We should have seen the pergola early August. We contacted ********************* on July 23rd who indicated that he had not heard anything from Trex and he was going to check on it. Checked with him again August 10th, still no word. We met with ***** on August 19th and told him we were tired of waiting for the pergola and wanted to cancel the order. He said he would get the order cancelled and get a refund of $6,348.80 back to us in two weeks, which would be September 2nd. He then responded on August 31st that he was waiting for a response from Trex. I indicated at that time that my contract was not with Trex, but with Catalyst and at our meeting on August 19th he had acknowledged this and he would be giving us full refund. He now states that **** wants a 30% cancellation fee, which ***** said that he won't pay. I contacted Trex directly. They show a proposal for the **** deck in late April but no order had ever been placed. They also told me that their cancellation fee is 10% on items ordered that have not gone into production, with no cancellation on orders that have gone into production. I feel that I am getting the run around on this and I am afraid that he may try to get out of paying us the full refund due.

    I hired contractor ********************* for a new deck, but have since found out he is a law breaker and a serial liar. I wanted proof that he had applied for a permit, he lied multiple times about getting the permit before building my deck, then gave me an outlandish story about permits no longer required to start construction. I knew it was a lie. He left town before the project started, so I asked the ******* for the permit to post on my front door. He did not have one, so I emailed ****. He claimed it was on its way and that I did not need one to start. I knew this was a lie so I called the city's planning department and spoke to a permit technician who confirmed that a permit should have been issued (after approval of construction plans) and posted on my front door. I asked to have an inspector come asap and issue a stop work order. That same day, I emailed him and demanded that he file a permit application online. I waited 3 business days for a response then called the planning department who had not heard from him. I emailed him again and gave him until end of day to file or I would lodge a complaint with the BBB. He told me he was taking care of it, sent me proof that plans had been submitted. Today, the permit technician told him he is still missing his engineer's construction plans and therefore his application is on hold. He replied they're working on it.On day 1, the crew broke a basement window. I did not find out until the day of the stop order, when the ******* informed me he would be back to fix my window. Four days had gone by but **** never felt the need to let me know I had a broken window in my basement. He now claims to have a replacement window but will wait until permit is issued (will take weeks) to replace it and finish the deck. This is not acceptable to leave my house vulnerable to theft for something his crew did. Please make him replace that window right away. I will be leaving a review on your site as well when work is completed. Thank you
