    4 April - 14 May 2024 Contractor Randy Scott asked for a deposit of $4,500 for a 20 X 20 storage building. I did not want to give him any money up front, but he stated to me and my husband that would cover the materials and he should be completed in three weeks - 25 April. On Monday, 29 April, he stated that needed an additional $3,000 to buy more materials and the bricks. I told him that I cannot afford to give him any more money after the completion date and he is only 25% percent complete. I also told him that this material does not look like $4,500!! He told that if I give him the $3,000, that he will be completed in two weeks for sure. He also stated that he had no money to pay his help. I felt sorry for him and give him a check on Wednesday, 1 May for $300 to help him so he can finish the storage building. Mr. R**** cashed my 2nd check the next morning and I have not seen him since on my property to complete the job. I have called him and text him for two weeks each day with no response. He ignored my phone calls and text messages for two weeks. He finally text me that he was on meds and got sick after cashing my 2nd check. But told my husband he was on vacation for the last two weeks!!! I had to locate him because he had my gate key and refused to return it to me. I had to call the police for them to retrieve my gate key from him on Monday, 13 May. Also, the ****** County Building Inspector informed me that Randy R**** of Scott Roofing and Renovations NEVER applied for a permit to build our storage building, which is a misdemeanor. I do not trust this person and I feel he scammed me out of $4,900 because he had NO intentions of completing this project.

    Received a call from Mr. R****. Said he will respond. Said he is more than 25% finished but ran out of materials. Said he had completed the foundation, framing, and had started on closing in the top portion when he ran out of material. Said he has pictures of the work. Requested the pictures and a copy of the contract.

    I am rejecting this response because: Mr. R**** lied about being almost completed with storage building.  See pictures attached. He only completed 25 percent and was past the three week due date.  We did not trust him anymore to give him anymore money after giving him more than half for materials. The balance was to be paid for labor after completion and he did not adhere to his contract. We offered to pay for the materials ourselves but did not feel comfortable putting money in his hands.

    The job was partially completed when we needed more money (additional draw) to complete the job due to parts needed to complete. He agreed, but then his wife said no, we needed to get a loan. We have made no money on the job as it was underbid  in the first place. I cannot complete this without additional funds toward the job. I was not requesting anything in excess of the quoted job.

    Per the contract, half up front for materials and balance of contract when completed.  R**** was only 25 percent complete.  Did not trust him to put more money into his hands and he was past the three week date of the contract.
