    **************** is a resident of our ********************** therefore;actively participating in relocation which is currently under an approved Section 18 application (defined as demolition) from HUD.  To date, with the exception of two units we have completely vacated one side of the ********************** (This community is separated, East side - West Side, by a creek that runs through the property). **************** occupies one of the two units remaining on the East side of the property.  For security reasons,we have temporarily relocated **************** and the other resident to bring them closer to the management offices until they are able to locate and secure suitable replacement housing with their TPV.  Therefore, ******************* current address is a new address for her. 

    Although we have addressed several recent issues with **************** regarding her relocation, the majority of the issues noted in this complaint have not been brought to our property managers attention.  

    I will address each issue in order of presentation. 

    Concerns regarding carbon monoxide poisoning or radiation have not been brought to the management team. However, I can offer the following.
    Ms. ***** called property mgmt. on 12/14/23 about the stove not working in her new unit and maintenance went to unit and turned gas on as it had been off due to unit being vacant prior to her occupying unit. 

    Ms. ***** has a voucher in DuPage County, **************** ported to Cook County and was not successful in her search for housing, she then ported her voucher back to RHA, then requested to be ported to DuPage County which all has been completed. 

    No one on our staff has discussed mental health issues with ****************, or about her. 

    Again, **************** is being relocated from our ********************* and is working with our Landlord Liaison to assist her in locating suitable replacement housing with her Housing Choice Voucher. **************** has the option to relocate to any location within the country that has an agency that administers Housing Choice Vouchers. The Rockford Housing Authority does not have jurisdiction over any location other than the city of Rockford, therefore we do not have any authority over the approval of a unit outside of our jurisdiction. 

    **************** has not requested a hearing (grievance).

    No complaints have been received by our property management team regarding the quality or the drinking water, diet issues, or mold from *****************

    Upon receiving a complaint from **************** regarding the allegation of surveillance devices in her former unit, the Property Manager and Affordable Housing Manager, along with the Sgt. of the Rockford ***************** Housing Unit, inspected ******************** home and found no evidence of surveillance equipment.

     None of it is true, Ive reported everything being denied on all counts numerous times along with several witnesses throughout the timeframe, along with indisputable evidence thats very well documented.

    All work mentioned within the original response was conducted on 12/14/23, under work order # ***** for ******************** new unit at 326 Leather Ct. 

    The incident regarding the surveillance equipment was investigated on 7/20/23 at ******************** previous unit located at ********************* 

    Again, to date, **************** has not requested a hearing for any grievance matters and must follow policy in order to do so.

    **************** is in possession of a Tenant Protection Voucher, and must continue to work with her relocation specialist, and the Landlord Liaison to secure suitable replacement housing. Again, **************** has the option to relocate to any area within the county that administers a Housing Choice Voucher program. However, she needs to understand that when outside of the Rockford Housing Authorities jurisdiction, we cannot, and do not have authority over the inspection of the unit, or the income level required within that area to qualify for a unit.

    I am rejecting this response because: 

    Everything mentioned is complete lies, there was no investigation and it was a former employee that was involved in the unlawful surveillance within the home, witnessed by neighbors for a duration of time. I've been refused grievance procedures, gaslit in front of several people, threatened that they'll make me stay in Rockford moving me into a building designated for the mentally ill & substance abused. Yes, I have a voucher, but I've been discriminated against for a duration of time and went 2 complete months without a voucher to use while others have been receiving assistance. Then when I was injured last year, I don't get any accommodations of any form, even when I ask, I'm gaslit again then ignored. I mentioned smelling gas, registered a 4.8 on a 5.0 of carbon monoxide in my system & it's well documented, had laryngitis/pharyngitis 4 times a year-again documented, in a cast for over a year and can't ask for help w/ the snow/ice. I've asked for the washer/dryer to be disconnected several times, still being ignored. The things being mentioned have nothing at all to do with what I mentioned in the beginning, it's just a beating around the **** game. They want us to come to them for this and that, but it's retaliated against w/ disrespect, condescending behaviors, gaslighting, not cooperating w/ the voucher/demolition program, and constant reference to "mental illness". The assistant manager even reported that I'd taken all of the smoke detectors down and returned them to the office...I was on crutches w/ a shattered foot and there's 6-7 smoke detectors high on the ceilings that I'd need a step stool to even reach. I & my guests, a social activist & friend, were refused attendance to a residential meeting that I didn't get notification of. I've been refusing documentation of meetings, groups etc for a couple of years now and there's several witnesses to this as my neighbors had to inform me of lease recertifications that I'd received no notice of. I've had my vehicle vandalized in the lot several times, no one cooperates in the retrieving of video footage or filing reports/complaints. I've had my utilities removed from my name abruptly and put under RHA, then given a 30 day notice to vacate for not having my utilities in my name and then charged the monthly fees incrued from this by RHA totaling $200. I reported break-ins on both sides on me and hearing the occupants, their phones, radios, hacking my wifi then accounts on several occasions and again was ignored until I went to outside means of reporting. Whomever is responding may also be in a different **** or was hired after this routine started by other employees but the management is the same. I have undeniable proof with numerous witnesses all the way through to prove my point.
