    The website does not allow me to make a payment and the business is not allowing me to pay the **** The business is stating that I am not on the account. My wife is the only person on the account. We have been married for 21yrs living in the home for 16yr. Nobody has ever tried to assist with this issue and now the website is down and I am not able to make payments. Cannot make a payment over the phone because my money is not good enough for them. (I'm not on the account) I don't want info, just want to pay. The funny thing is the house is in my name.

    We apologize for the difficulties that Mr. ******** is experiencing

    Thoroughbred has confirmed that he is co-owner of the property at *********************** which initials him to speak to a customer representative about his account.

    ********************** does not except by phone payments, the choice not to except these payments to protect the Homeowners personal banking information.

    Although Thoroughbred is in the process of updating the website there is still the ability to select Click here to Pay assessment via ACH or Debit/Credit Cards this will take you to the ************* website and will allow you to make a payment.

    On 10/13/24, my vehicle was towed from my home without cause. Our HOA changed the parking permit and had given 60days from the time of notice. We as home owners were unaware. There is No mention of towing in the notice. When we contacted ****** towing, they advised that it was towed because of a 48hr notice of an expired or no pass. The towes vehicle was in the repair shop fow 2 weeks. When I communicated this information, the ****** towing famale staff member stated that it is a 48hr notice for 365 days and they can come back and tow the car if it is found without a pass for up to a year. The 48hr notice is ongoing. I asked for the information in writing and was told that this is a rule of my HOA. The staff then attempted to change $100 more than was quoted the previous day.

    Thank you for the correspondence. In response to your concerns, per the Homeowner Correspondences you attached to your complaint, Homeowners were given more than a 60-day notice to retrieve the updated Parking Decals from the Thoroughbred Management office.  Directives were provided in the attachment you submitted.

    Per the ************************************* Governing Documents, specifically the attached Parking Enforcement Procedure:

    Must complete ********************** Parking Permit Registration Form.
    Must have approved Street Parking permit.
    Vehicles must have valid (visible) registration

    Thoroughbred Management takes directive from the Solana Terrace Board of Directors to enforce the Governing Documents. 
    ************************************* will not assume any fees incurred due to non-compliance regarding any legal towing of vehicles.

    I am rejecting this response because, 

    The attached notification does not have a beginning or end date. When did the 60days start? If homeowner was out of town for the month of August, how are they responsible? These notifications were not emailed which indicates that they did not want owners to know. 

    Angel towing also stated that the 48hr tow period is for 1yr. There has been no communication in writing that advised this.

    There have been various notifications regarding Parking, and Parking Permits such as the one you provided. We have provided the previous Correspondence and the Parking Enforcement Procedures in this response. I have highlighted the area for you stating that there will be one tag warning, and thereafter the vehicle is subject to tow. Solana Terrace HOA will not be reimbursing homeowners for legal tows. The homeowners were made aware in a timely manner and even provided an extension to obtain the Parking Decals and adhere to the Parking Enforcement Procedures.

    11/15/23 Received an email from Thoroughbred *** about violations for putting up early holiday decorations and also harassed via email about repainting the whole house costing $4000. I have to dig in my pocket just satisfy the *** who I think is violating homeowners rights. This *** has not done any improvement projects since ****. I have been targeted several times with irrelevant complaints. I followed the rules but somehow we are the target.No word from the head of ***. We would like to petition to get rid of ***. They poor reviews.

    Per the El ********************************** Governing Documents, specifically the Rules & Regulations:

    Holiday lighting may be installed without ARC approval. It must be installed no more than 4 weeks prior to the recognized holiday and must be removed within 2 weeks after the recognized holiday.

    Thoroughbred Management takes directive from the ******************** of Directors to enforce the Governing Documents.
