    Parker Oil Company offered a "pre-buy program" wherein the consumer purchased propane before a deadline date which was usually around October with a minimum of 400 gallon purchase. On or about November 17, 2022, the pre-buy program was selected and the sum of $1,746.55 was paid for 600 gallons of propane.In March 2023 a new propane stove was installed. Parker Oil applied the "pre buy program" monies of $1,746.55 towards the stove and labor and then recharged the "pre buy option" amount along with a late fee on May 5, 2023. This was propane was already purchased on the "pre buy program". Parker Oil explained that all monies were put in an "aggregate account". Furthermore, three delivery tickets reflect "This delivery will be applied to your prebuy balance if available", which became obsolete since it was applied towards the stove and labor. Parker Oil comingled the purchase of the stove, labor for installation and "pre buy program" monies It would have been prudent for Parker Oil to have kept the stove and labor fees separate and apart from the "prebuy program". Additionally, Parker Oil charged additional labor and material fees for having to allegedly fix problems that were created by the installers. The original installers did the leak check and lit the stove. The stove worked fine. Two days later, another Parker Oil technician came by and made mention that the original test was insufficient and ordered a new line to be run from the tank to the house; thereby, creating additional labor and material fees. The customer should not have to pay for two labor and additional material fees for an installation that should have been done right the first time. The second technician also made mention that the installation of the line from the tank to the house was unacceptable as the drenches were not refilled or smoothed out. The customer almost twisted an ankle from stepping into a hole that could not be seen due to the grass. With regards.
