    My children attended BBMA from 03/2024 to 04/2024.I paid the $125 registration fee and was told my weekly fee for both children would be a total of $23.I was told the $125 registration fee would be reimbursed within 4 weeks. The *** benefit center told me some time near the end of March that BBMA had not submitted any invoices for my children and that they can submit the invoices whenever they want to the state for reimbursement. I had my bank reverse the payment of $125 back to my checking account and placed a stop payment on my account until I could get a conclusive answer on the billing situation. ******* said that I had to pay return payment fees and that the $125 would have to continue to be my responsibility for the unforeseeable future, until the accounting department decided to send the invoices over to the state for payment. I continued to pay all weekly payments of $23 for my children. After my children stopped going to BBMA, I received regular emails stating I owed a balance and would need to submit payment or additional fees of at least $25 would be added. I received the last invoice on 7/23/24 by email. I called the center to ask how much was my balance and was told $171. I asked for the invoice to be sent. I waited several hours and it did not come. I replied to the invoice email and stated I expected an invoice of the charges by end of day. I received the invoice at 5:51 PM EST. ******* stated at that time that the account would be reviewed by her supervisor. The next day ******* left me a voicemail stating the invoices had not been submitted to the state, even though it is now almost ************ supervisor was willing to remove the $125 registration fee from the account, however I still owed $46. I asked her to explain she could not. I also asked for an updated invoice showing the credit and she did not.

    The ******* children attended BBMA: Rock Hill in the months of March and April.

    -******* paid her $125 registration fee, but it was returned. 

    -DSS has not reimbursed us for her $125 registration fee to this date (attaching the remittance from DSS). Pages ***** in ******* Remittance proves this. 

    -DSS only allows us to submit attendance for a certain amount of time. They determined the timeframe of the attendance being complete, not BBMA. 

    -We charge $30 for return fees and $25 late fee if paid after Tuesday of the current week.

    -The invoice has been submitted to the state and they have made payments already on their behalf. However, they did not pay the childrens registration fee.(highlighted on Page 9 in ******* Remittance)

    -The registration fee was removed from the account, after her complaint, in good faith to get this issue resolved.

    -It is correct that she currently owes $171 but was given a credit for the $125 and asked to pay $46, I am attaching her balance as well.

    -** was not dismissed from BBMA, she removed him because of his behavior at daycare and school. 

    -I am also attaching our ABC Attendance so you can see her children were in attendance and owe for these weeks.

    I am rejecting this response because:
    The response is a fabrication and an attempt to be confusing by submitting documentation that does not support the excuses they have made for their behavior. 
    The pdf documents are the same. There is no correction. ******** is still no where to be found and it only shows she attended however was never billed to the state. ***************************,director, dismissed my son stating after 10 incidents he had to be removed due to policy and needing to keep others safe. ** has stated BBMA habitually does not turn in their invoices to the state to be paid for months at a time. ******* said in 03/2024 that invoices from 8/2023 were just being sent and that since she started as director BBMA is severally behind in sending invoices from the last director and she had not gotten caught up. It is unacceptable to not send invoices to the state, knowing you will not be paid or reimbursed until you do, and then blame the parent when they want to know why the fees have not been paid. The state of SC stated the registration fee of $125 would have been reimbursed within 4 weeks of the invoice being sent. I want t know the exact date BBMA sent an invoice to the state for payment with the registration fee being listed. 
    I placed a stop payment on my bank account to prevent BBMA from further unauthorized charges. I had the registration fee manually returned to me through a dispute with my bank that was found in my favor. I have all of my bank records showing payment and I do not owe them anything but $23, not $46.
    I learned BBMA has lost their ABC-quality approved rating through the state of SC because of various complaints in a short period of time.Meaning they cannot accept anymore children that pay with state vouchers because they have had so many serious problems.

    I've submitted to you the parents invoice and not the invoice sent to the state , which is on a separate ledger. I am attaching that statement at this time.

    I am attaching her Enrollment Status document as well, that states she removed her son for "At home care" NOT that he was dismissed from BBMA.

    This is before my time at BBMA: *********, I can only submit invoices as they are available to submit. ABC determines the dates that I can ***** and when I can submit them. As you can see from previous documentation and the new documentation (ABC Ledger), ABC still has NOT paid her registration fees. We do NOT normally bill ABC for registrations because there isn't a guarantee that they will cover them. Parents are charged registration fees and if ABC pays them, we reimburse the parent.

    I've already sent documentation to support this claim. This doesn't warrant a response. If she issued a Stop Payment for this payment, she is also responsible for a $30 return fee and $25 late fee for her balance not being paid for these months. -However, we have not charged her these normal fees. 


    I learned BBMA has lost their ABC-quality approved rating through the state of SC because of various complaints in a short period of time. Meaning they cannot accept anymore children that pay with state vouchers because they have had so many serious problems.

    This is also inaccurate, we pursued ABC after an incident that we actually should NOT have been at fault for and won. Our ABC Quality rating was rescinded within just a couple of weeks. We currently still accept ABC vouchers. This is her attempt to make us look bad about being back-logged with ABC but ABC payments, vouchers or attendance had nothing to do with this situation at all!  We do not have serious problems with ABC.
