    We rent from a town home complex in Fredericksburg, VA. It has an HOA which is managed by Lord's Property management in Leesburg, VA. We have a rental Agency in between handling the contracts, ******** Co, Formerly known as ****** property management (the have a separate complaint) On 07DEC22 One of our cars were town from out front of our residence. Come to find out you need parking passes to park there to which we were never told. We were never given a temporary pass, a visitors pass, an application nor is it in our contract. we spent the better part of a few days figuring all this out while having severely ill children. We contacted all parties having to take off work etc. explaining we needed our other car our kids has Dr. appointments that Friday morning etc. we were ignored and our other car was towed. we called LORDS emergency number and **** **** told us this is no emergency call 911 if my kids are sick. We had Only Moved in at the end of June Beginning of July and had NEVER received anything. The next day our second car was towed and gone although we moved it to the public street to which the police advised and confirmed from the first tow. The towing company said they were told to tow anyone who tried to move to the street. We have provided all documents and changed our RESIDENTIAL address with DMV and are still being refused passes to park WHERE WE PAY TO LIVE and pay the HOA FEES. we do not use the mail service where we live which we have the right to do so and DMV offers a mailing address which is on our registrations although we have proved the residential address shows **** ********** *** we have been ignored, neglected as tenets and we pay all of our fees and Dues. I Have recorded statements from **** **** admitting that i left her voicemails and attempted to rectify the situation before the other car was taken and she did not call back. she is now refusing to respond and neglecting our needs

    Good Day,

    Lord's Property Mgmt. is the association management for ********** ****** **** only. The associations Board of Directors established a parking resolution in February of 2022. The Parking Resolution required all residents to submit an application. The application requirements are as follows: (1) Copy of Lease with unit address (2) Copy of Drivers License with the unit address (3) Copy of the vehicle registration with the unit address  (4) Association fees paid current within 60 days. ******* Co. has several rentals within ********** ****** ****, and was given the attached document for all their rentals in Feb. 2022.  The ******* Co. has also submitted all the necessary leases. The owners of the said unit, (****** & ********* ********) **** ********** are up to date on their association dues. The tenant ( *** ******* ******* ) has submitted an application. However the required documents have not been met.  We do not have a copy of her drivers license with the unit address, nor do we have a copy of the vehicle registration with the unit address on it. 
    In the interim we have given *** ******* several months of temporary pass for both vehicles. We have answered multiple calls and emails for her. We have also invited her to Board Meetings to discuss with the Board of Directors. She has come to one Board Meeting and presented her request to not change her address on her drivers license and vehicle registration. The Board of Directors is required to treat all residents equally with regards to policies and regulations. *** ******* has not submitted the drivers license and vehicle registration with the unit address. Lord's Property Mgmt. is obligated to follow the policies and regulations set forth by the association's Board of Directors and documents. At this time only a temporary permit can be given. 
    In regards to towing, the towing company is contracted to follow the parking rules & regulations set by the document's of the association. It requires all resident(s) to have a posted decal sticker or temporary permit to be on the common parking lot. All side streets off property are public and not governed by the association. We do have an after hours emergency line for residents. Association emergencies would be items such as pipe burst on common ground, fire on common ground, electric outrages on common ground. We are unauthorized to conduct medical services for residents.  
    We - Lord's Property Mgmt. believe we have assisted this tenant above and beyond the scope of policy procedures. *** ******* has been treated equally and in the same manor as other residents in this association. In-fact, she has been given more attention then the majority of residents in this association.

    I am rejecting this response because:
    We are legally allowed to have a mailing address through DMV. I did not attend the board meeting to advise I wasn’t changing my address I attended the board meeting to have their application updated to reflect VIRGINIA resident  rights and DMV allow residents to have separate mailing address. The towing company specifically advised they were told to town “any cars trying to avoid the community parking on the road” directly by the HOA, this isn’t legal. I contacted the police WHOM ADVISED ME to park there and also advised I can and should seek further action via court as they don’t exactly “police the towing company” unless they are damaging my property or assaulting me. I can get copies of any and all records. My car was then towed again although having the temporary permit this week. We have been targeted and other members of the community have spoken up to **** **** of how she and the association dismisses members who rent and don’t own. They do not have the same voice nor tested the same and I also have the name of the people / addresses of you would like. They agree there is target towing happening as well to innocent people such as myself who pay my rent and dues. She has NOT treated us fairly nor the same and many others will speak to this. She also made a mockery on the call of people “being mean and then really expecting her to help them” for 10 minutes before she would end up calling the board meeting to action. This is recorded as well as many conversations to where she and the management company allowed me to record where she stated I did call I did leave voicemail she Did not respond and in turn was towed. I only attended 1 meeting as she refused to talk to me nor allow us to attend anything “as we don’t live there and she has no idea who we were”. I moved in, in JUNE this was FEB OF THE FOLLOWING YEAR still being harassed and treated like I am not supposed to be there so now as of February she will allow me to receive community emails and HOA links but I can’t park in a numbered spot where I pay to live ? This was not handled properly and still is not she advised I reached a limit of a temporary pass which also is nowhere stated in their application there is a limit. I was abiding to all parking rules provided by my management company and the homeowner when I moved in. My case IS DIFFERENT than everyone else’s and I was not treated as a resident until FEB when she in fact found out I have a contract to live here. I was also not provided any updated rules and regulations (which is why I have obtained a lawyer for the management company) however I did not agree nor sign stating I need a pass and I did not have it in any paperwork provided by the homeowner
