    During Covid, it was nearly impossible to find a house using my housing choice voucher because of new market rent. I had to move out on 07/31/22 with no where for my children and I to go. 8/15/22 I found a house, but was unable to get a response from ****. So I had to pay $1495/mo that I could not afford. After countless unanswered emails, ******************* I learned that the **** office had relocated. After showing proof of their negligence, I was then issued a new voucher on 08/10/23. My landlord filled out the packet, & emailed it to rrha. After no response from rrha, I took the hard copy to the new office, but was instructed to take it to the old office and place in drop box, which I did. I went back to the new office in October, they could not find the packet. Ms. ******* had to sift through emails to find the digital copy. She informed me that she would personally give it to the leasing office. I received an email on 11/17/23 that I needed to complete recertification, and I immediately did so. In December, I received an email stating that my voucher was terminated because I failed to turn in a packet. I responded to that email explaining everything. I got a response email that someone would contact me the next day, that never happened. I no longer had my ******* was then evicted because I could not afford $1495 & rrha was supposed to had taken over payments by then. I continued calling, leaving messages & emailing but that went unanswered. In March 2024, I went back to the office, explained it all to Ms. ********* After their investigation, I was issued a new voucher on 05/09/24. Now, it is impossible to find a house with this eviction. **** is in violation of: violated due process rights under US constitution, violated HUDS regulations, violated statuary provisions of the ****, violated government action of depriving participant of life, liberty or property interests, due process of law obligation of contracts, misuse of HUDs funding and more.

    RRHA's Response: Upon review of Ms. ******** case, the Richmond Redevelopment and Housing Authority (RRHA) is issuing her a new voucher. In addition, we will be working to connect Ms. ******* with resources to assist with her housing search.

    RRHA is offering to reissue my voucher and provide resources to assist with securing residency. However, my main concern is reimbursement for the rent that I paid out of pocket during the time that I held a voucher while **** continued to pay rent at the residence on ********** for two years. **** have since recovered those payments. I was also evicted from ************ because **** failed to meet deadlines and complete an inspection. I am also asking that my previous landlord be reimbursed so that she can remove the eviction from my record. It is nearly impossible to find a house with evictions on my record. Any place that would even consider that notion will only show me houses in areas that I can not move in due to PTSD & schizophrenia. My civil rights have been violated for 2yrs that has set my life on a downward spiral. As of right now, Im only asking for reimbursement, my voucher and for RRHA to follow timeframes set forth by HUD so that I can get back to my life.

    I'm filing a complaint about RHA's June 3rd 2022 project based voucher program rent verification letter ordered by RHA's *************** for the amount of $582.00 dollars which is not balanced truth. Based on my monthly income at $1185.00-$1200.00 per month my monthly rent should be no more than $363.00-$368.00 dollars per month at the 30% flat rate.This was also too noted by ****************** ll Mgr. ******************* as not affordable rent based on my monthly income. There is no other source of income.A appeal of the June 3rd 2022 project based voucher for rent was requested on the June 16th 2022. The appeal offered only a 3% decrease in rent which is $579.00 per month and yet still isn't affordable based rent for a low income housing project and is a breach of contract that they ordered more 30% flat rate of my monthly income. They were offered a security deposit for the amount of $563.00 dollars to hold the apartment. ****************** ll Management still has of it. Please help me with this situation so that I may be able to move in at the low income housing rate that is affordable. Thank you

    ************** was approved for a project-based voucher and was scheduled to move. ************** had some concerns related to how his rent was calculated and worked with the property manager and **** staff to gain understanding.During this review, it was determined that the rent was slightly off and required an adjustment. However, it is important to point out that ************** utilizes net income whereas rent is calculated based on gross income, which significantly increases his portion. ************** has been provided a copy of the calculation summary that documents how the rent was calculated.

    An attempt to contact the applicant was made on August 31, 2022 at 4:28pm but the phone went straight to voicemail and the mailbox has not been setup yet.

    I wasn't satisfied with their performance after your investigation of my complaint because they have not contacted me back even after city council woman Newbille contact a *************** of RHA to resolve the issue. *************** only tried contacting me once and has not tried calling me back since I left message for her to call me back again. That has been more than several weeks ago.
