    On June 30th my daughter's father was driving my vehicle and was pulled over due to the exhaust being to loud from what the officer stated to him when he asked her what the reason for the officer to pull him over in the first place, anyways he ends up going to jail for a id that was found on him personal self, the officer ends up having my vehicle towed to R & R towing, I had all the legal documentation to prove that the vehicle was in process of being transferred into my name July 1st, well the lady at the tow yard was acting like she was gonna allow me to get some personal items out of the car but I guess she wasn't understanding the paperwork I had or she thought I was somehow producing fake paperwork, so she ends up calling youguys the police department and so she had told me that I needed to go down to the station and speak to them about my paperwork, well I went down there and talked to the records dept and also the Sargent cebo who gave the records division the ok to go ahead and release the vehicle to me, so I ended up paying the release fee and by this time I was just gonna get the vehicle out of the tow yard. So the records division ended up calling R & R towing to let her know that I was on my way back to the tow yard, as I pull up to the tow yard it was 4:58 and I jump out and the lady had just returned back from somewhere she had went and I met her at the office door, she greeted me by saying " so you got everything squared away" and I answered her" yea there was no issue" then she proceeds to tell me that her office is now closed and now I'm gonna have to come back on Tuesday cause the holiday weekend, so now I am having to pay more to get my vehicle out of the tow yard, so Tuesday afternoon I went back down to the tow yard to get the pink slip out of my car with some personal items and that lady told me that the police department was there earlier that morning cause somebody broke into there "secured yard" and broke into 3 vehicles broke my window

    In regards to April ******* and her complaint 
    On 6/30/22, Visalia Police Department had a 2005 Honda Accord towed. It was towed because the driver was arrested. At the time of the tow, Visalia Police Department recognized **** ********* as the Registered owner on file. They made a report for the tow. They also gave us the current registration which belonged to **** *********. There was also an open title that belonged to Mr ********* which was not dated or endorsed, it was free and clear. Visalia police department did not recognize Ms ******* in any of their documentation.

    Ms ******* came to my office on 7/1/22. She brought me a partial registration to the car which was dated back in March 2022. It was an incomplete registration. She wanted personal property from the car, which by law, we cannot release.
    I contacted the Visalia police department and spoke to the records department. I advised the records department that I had a partial registration, that their report did not recognized Ms ******* in any way and that there was a blank, free and clear title that did not belong to Ms *******. I was placed on hold for over 20 minutes while they researched her info. When they came back to the phone, they asked me to send Ms ******* back to the police department so that she could be vetted. She left, around 3:26 pm.
    Ms ******* did not return until 5 pm. She said VPD had cleared her to get her property. I told her my office is closed and that she would have to pay an after hour gate fee to retrieve her property. She declined to pay that fee. She said she only wanted the title so I advised her to come back on 7/5/22.
    Ms ******* came in on 7/5/22, she wanted all personal property which she got. She said she was going to sell all the property in order to afford pay to get the car out of impound. 
    At that time, I presented her with a police department report number as our gated yard had been broken into.
    I advised her to contact her insurance and file a claim for any missing property or damage to vehicle. We are not responsible for anything beyond our control. 
    She said the car had no insurance. She left with all her property.  
    At no time, has she ever tried to pay for the storage and impound fees and retrieve her vehicle. She only wanted personal property. 

    On 7/12/22 she showed up at the office wanting to take pics of her car, once again threatened to sue, was belligerent and condescending to me personally. I advised that I would be calling a VPD officer to keep the peace and that the officer would have to be on standby while she took pics. She disappeared, the officer came in and gave me a report number for the incident. She left the scene and was not located in the premises.

    Her car remains impounded. She could have picked it up at anytime, yet she never has. We must abide by strict guidelines which are imposed by the Visalia Police Department when it comes to an impounded car.
