We hired CIS Fencing in March 2024 for a small fence project, and they promptly collected the initial payment. Two months later, they returned to collect a second payment, promising that this would secure our spot in their "queue" and we would have a date for install in few weeks. It has been 10 months! They deceived us from the beginning, promising we would have a fence within a few weeks of the permit being approved (which was approved within 2 weeks of filing). They collected a total of 5K which is 90% of the total project cost. Again, deceptive tactics are used to collect money up front and then they stretch out time with empty promises, unmet dates, excuses, fake queue order etc. before a customer, like myself, realizes they have been scammed. At first, communication was excellent, and they seemed professional and reliable. However, as soon as they received the bulk of our payment, they nearly stopped responding. After MANY messages sent to them they respond intermittently and seldomly, just enough to say they do respond, but they are full of excuses and are simply dishonest and have been from the beginning. They are running a real racket at the expense of hard working citizens. In my opinion, this company operates fraudulently, taking payments without delivering on their promises. I want to urge anyone considering their services to steer clear of CIS Fencing Company. They need to be shut down.They refuse to refund our money and they refuse to give us a date for install that they will actually make good on. The last promise was that we would have our fence up before Christmas. We have a safety situation we were hoping to correct with a fence and nearly a year later we still have no fence and now no money to go to another company.Business response

I entered into a contract with *** in October 2023 for the installation of 12 aluminum gates (6 ft H). The sales representative told me that the gates will be installed within a month or so after the approval of the permit as no fence installation is involved in this case. 2 payments amounting to over five thousand dollars ($5,000.00 plus) were made in October 2023 and April 2024. The permit was approved in January 2024, and it expires September 03, 2024. I have made numerous telephone calls and sent several text messages regarding an update but got generic responses periodically regarding the weather, workload and supplies. I was promised in mid-May that at the end of June the installation should occur as I made it to the # 7 spot. After numerous telephone calls and text messages without a response, on July 31, I made it to the # 2 spot. I tried several times to make contact with the company over the last two weeks for an update as the permit is about to expire. Finally, I received a text message on August 19 notifying me that an update will be given within the week. I have not received any correspondence since although I have been patient and continue to reach out to the sales representative and owner regarding the installation of the said 12 aluminum gates.Business response

Mr. ****** reached out last week to me while I was on field building a deck. Since I was not in the office, I sent him a text to allow me some time until I got back into the office on Monday. As a small family ran construction business it may come to many as a shock but part of our time working does involve working on the installation themselves and dont always have access to our computers and files. Mr. ****** was updated that he is in fact number 2 in our queue and that we have been slowed down a bit by the current climate in *************. Working outside sometime comes with the unexpected and uncontrolled delay of rain showers. Mr. ****** was given an estimated start date of two to three weeks from today. Our terms and conditions state that projects are built first-come, first-served on permit approval order.Customer response

I have been # 2 in the queue since sometime in July and the reasons (backlog, rain, sun, wind, fabrication and so on) for the delays are repetitive in nature. The same lines are given to a lot of customers as delay tactics once they collect payments under the guise of being a fencing company that is burdened with a workload. I know of other clients of theirs that also have the coveted # 2 spot in the queue, so the waiting game continues, and they hide behind falsehood. Essentially, the response is a mere regurgitation of rehearse lines.Customer response

I have been under contract with CIS for a new PVC fence since November of 2023. At first, they were very customer oriented and helpful. It was a great performance, because that all ended after I made my first payment.My permit was approved by Coral ******* on January 19, 2024. On January 29, 2024, the project manager texted me:I put you to the queue. We currently have 7 people in the line waiting for install so about a month I would assumeIt is now May 9, ****************************************************************************************************************** December 2023, they came and took down a portion of my pre-existing, wood fence to be replaced. They piled up the scrap against the fence that is still stadning causing the old fence to push into my neighbors yard. Six months, that scrap pile is still sitting on my lawn with the fence leaning into my neighbors yard.After going under contract with CIS, you can plan on not hearing anything and not being able to contact anyone. If they do respond, its days or weeks later with generic response that your project will start soon.I read and signed the contract, technically they are within the boundaries of the contract. I just dont think anyone realistically expects a routine fence install to take over 6 months with zero communication unless customer initiated.Especially after being told youre 7th in the queue in January. I can be patient with honesty, but these guys flat out lie and manipulate.I tried emailing and calling about all of the aforementioned facts before writing a public review, but no response. Based on other reviews Ive read, it seems they do great work once they actually do the job. Theres just zero customer care or communication in the process.I am astonished on how this scam of a company is BBB accredited....Business response

Over a year & half ago I signed a contract with CIS fencing to install a fence. It took exactly a year to obtain a permit. The excuse was the city was backed up! They finally came out to remove the fence & left tons of ************** in my yard. They left my fence completely open for approximately a week saying the weather is preventing them from installing fence. They returned to install the fence over a week later in my backyard but 8-9 boards are split & nails are protruding from boards in some areas. They left TONS of trash all over the alley & had to pay $200 for yard maintence to clean it up. They have yet to finish the front side fence and now not returning phone calls. Im tired of all the excuses & dont feel my fence will ever be complete! What an absolute nightmareBusiness response

We acknowledge ****************** concerns; however, we believe it's essential to provide a more accurate account of the events in question.
Firstly, it's important to note it ************** over a month to return her signed and notarized permit applications to us. We can not even begin the permitting process without these documents. While we understand her frustration with the city's permit approval timeline, we have no influence over the city of **************'s processing speed. Throughout this period, we consistently kept ************** informed about the progress of her permit application. Therefore, referring to this as an "excuse" seems unjustified.
We've successfully passed inspection for the majority of ****************** fence, with only a small wood fencing section remaining. ************** promptly notified us of some broken pickets, and I have personally assessed the situation. I took immediate action by identifying and marking the damaged pickets for replacement. These replacements will be carried out when we proceed with the installation of the remaining small section of the fence.
The reason for the delay in constructing the additional small section of the fence is due to its unique nature. This particular fence line extends into ****************** neighbor's property, which required us to secure their agreement before proceeding with the reconstruction of the wooden fence. This collaboration and negotiation process naturally took a few weeks to successfully complete. As of now, ************** is in our queue, and we are actively working to address her project promptly. We understand her concerns about the installation pace, but it's essential to consider the impact of unpredictable weather conditions.
Regarding phone communication, ************** mentioned that she called outside of our business hours on 9/7/23. Our operating hours are clearly posted on ******* our website, and our voicemail. We encourage clients to leave messages during non-business hours, and we commit to returning calls within 2-3 business days, as clearly stated on our voicemail message.
Lastly, ************** did speak with our project manager this morning, who provided her with an update. Despite this, she proceeded to post her complaint without giving us the opportunity to address her concerns further.
We remain committed to resolving any outstanding issues and completing ****************** project as soon as possible. We appreciate her understanding and patience during this process.We acknowledge ****************** concerns; however, we believe it's essential to provide a more accurate account of the events in question.

They also come very creative excuses: worker is in hospital, city backed up, shortage of wood, short staffed, moving offices, etc. Just to list a few! Its been almost a year and half (June 2022). Why cant they finish the job they were paid to do?! They take my money then each week give me excuses why they cant come back to finish. This week was perfect example. Promised they would come but NEVER showed up! This time NO excuse or NO response to my email or text to let me know status. Im sick of them at this point I would like full refund & Ill have another company complete the job. I dont trust them.

On 10/26/2022 Contracted Construction Integrated Services located at ************************************* **. to install 64" white PVC fence on both sides of my house located at ****************************** ******* **. for a total of $5124. (Paid to date $3346.34.) Was told by sales rep. that it would take 3 months for installation. In late Feb. 2023 was told that the survey provided was not accepted by the ***************. this was the reason for the delay. On March 10, 2023, provided CIS with a new survey. I have called, visited the office of CIS numerous times requesting that my fence be installed and all I get is excuses after excuses after excuses. I have waited almost 10 months since contracted date for the installation of my fence and no date of installation has been met. I want my fence installed ASAP or refund my money. I want my $3346.34 return to me so that I can hire someone else to do the job. This Company is very unreliable and obviously has no intent on installing my fence. Each time I call or visit their office asking for my fence to be install, all they do is make promises but do not comply. They, also never answer their phones nor return the calls and when they call is to make excuses. PLEASE GIVE ME BACK MY $3346.34.Business response

After reading ************************ complaint, I would like to clarify the record. While we understand his frustration, we do not believe it is fair to weaponize the BBB against a company with false accusations and skewed descriptions of the agreement between both parties.
******************** reached out to us and requested an estimate and work order from us on November 1st, 2022, paying his initial deposit the following day. Within this work order, we were contracted to apply and receive the building permit (attached) from the ***************'s ******************** During the estimate process, our estimator did tell him the project would be installed withing 3 months; However, what ******************** fails to clarify is that our estimator notified him and his wife that the 3 month timeline is POST permit approval. This is also described in our agreement with him under the "Duration of Project" that NO project can be scheduled until all payments due at the time AND permit approval have both been met. I highlighted the clause in the second page of the Contract Agreement(attached). The reason for this clause is that we as contractor's are not allowed to build this work order before the permit has been approved and we can not break laws at the request of our clients. This would be a blatant breach of our license and responsibilities to the ****************.
During our permitting process, the *************** requested a new survey of the property to be produced as the original survey (see attached for "Old Invalid Survey"), provided by ******************** was illegible and outdated. Referring back to our agreement under the "Customer Responsibility" section, I highlighted ************************ responsibility to provide a valid and accurate survey. The survey provided by ******************** was deemed invalid by the city and he needed to provide a new survey (see attached "New Valid Survey"). As you can see the quality of the new survey is at a much higher standard and was accepted by the city for the purpose of our permit application. ************************ old survey caused a delay within the permitting process.
Upon receipt of his updated survey, our permitting application was forwarded back to plan review at the city and finally received an issued and approved permit on May 23rd, 2023. We then received ************************ contracted second deposit that put him on our building schedule, per our contracted agreement. Please see the "Payment" section of our agreement with ********************, he agreed to pay deposits based on conditions we meet for him through out the entirety of the project as described on the first page of the agreement. ******************** had to comply with a second deposit after we provided him with a valid permit approval.
Since this date, ******************** and his wife have visited our office multiple times to complain about the time frame of the project installation, factoring in all delays cause by the permitting process and their invalid survey, as negligence from our company. Each time, they were met with respect, addressing their concerns, and shown our installation process. They were notified that while we planned to build them late July, we were still catching up on installation delays due to heavy downpours and heatwaves in South ******* and we are looking at an early August installation.
Last week, the Alvarados in a joint phone call, asked for an update on their project installation. Within this call, I updated them that I am currently building the gentleman that is one spot ahead of them and once we are done with that installation, I would be sending our crews to their property for installation. I was met with hostility and accusations and while I understand their frustration, I will not abandon another client's project halfway to start another client's installation. Our responsibility to each client is to follow the order of our installation queue, also described as a "first-come, first-served" basis on our agreement.
All this frustration from the ********** stems that they plan to sell the house, which we were never notified about, and unfortunately the permit and construction is delaying that process for them. However, every representative and myself has done everything to expedite the process and they are still within our 3 month installation estimate. While it is unfortunately they are delaying with these frustrations, it was described in our agreement under the "Duration of Project" section that we can not be held responsible for any other projects or schedules a client may have as we are responsible to meet the needs of ALL of our customers in an orderly and timely fashion of our "First-come, first-serve" basis.
The Alvarados will be able to receive their fence and begin the selling process of their home by next week. We understand construction can be difficult to deal with but we find it unfair to paint the course of events without describing all relevant details. ************************ depiction of the events is not accurate and only serves to hurt our business unjustly. Per his request, if he would like to cancel the project and sell his house, he is welcomed to request a cancellation. Based on our agreement, he would have to forgo his deposits as we have not been in breach of our agreement and the customer would be cancelling by his own accord.

I entered into a contract with CIS in December 2022. They never contacted me unless I reached out to them, and every time I did I was told that they were waiting on the city to approve the permit. They finally told me the city approved in May 2023 an a ** would reach out to me. Again no response unless I contacted them. The ** contacted my back with an install date of 6/9/23, and when I reached on to confirm they said rain was holding them up and they would get back to me. later that day Once again no response as of 6/12. I mentioned to them that I am selling my house and need this done prior to July. I have seen many complaints on here that it took them nearly a year to complete projects, and it has been over 6 months for mine already. I have never seen this before, even during Covid, we had the other side fence replaces in 2 months.Business response

We contracted with CIS to build a fence around our backyard on 19 August, 2022. Since that time, we have paid them $10265.48 and they have not done any work. I have contacted the business repeatedly and have been given several dates for the work to begin starting on 09 January, 2023. They have failed to begin work without ever contacting ** and every time I am able to get a hold of them on the phone they promise a new date which comes and goes. Two deposits were paid to this company for a privacy fence, once deposit in February 2022 and second deposit June 2022 at this time the company claimed the second deposit was for obtaining permits I contacted the ************************ and they obtained permit however they have yet to install my fence or give me a date in which it would be installed. I have all text and email correspondence of all my attempts to contact them and them just giving me the run around. I have asked for my deposit be returned numerous times and all they tell me is that they are working really hard and keep promising me I will be next up for installation. Contracted with CIS to install chain link fence back in December 2021 (initial DP was $425) then we were tapped or a second installment May 2022 ($700) which as I understand was to cover city permit which they applied for in March 2022 and now expired on 09/26/22. Original sells person was **** and since we started with the company, maintaining communications has been a issue; meaning we'd call and for long periods no call back. Our project contact person is *************************** **************. We are now in 2023 and still no fence installed. My wife (*****) was told the expected date range to now be mid January and since today is January 17th we decided to file based on Mr. ******* indicating a good amount of the funds already provided wouldn't be returned. This person is aggresive and factually incorrect about the status of his permit. Today he decided to threaten my personal safety so I cancelled all his work. I opened a police report and will not be working for this animal. I have all my records straight and he is coming here to try and harm our reputation because he knows he can't pursue legal action against us.
I will not continue any business with him and will NOT be returning his deposit per the terms and conditions HE sidned and agreed to. I dont care how many reports to BBB he places. If receiving actual threays to my safety is not a reason to cancel a contract, then nothing is.
