    On 6/28/2019, ************* entered into an "Agreement" (their terms) with GSA-CMS. The contract was to assist us getting onto the GSA PSS Schedule, which we did 9/9/20. part of the agreement reads "The parties acknowledge that if a GSA contract is awarded to the applicant that GSA agrees to order a minimum of $2,500 during the term (first year) of the contract. Under GSA regulations, if a contractor receives total orders in an amount less than $2,500 during the term (first year) of the contract, GSA will pay the difference between the amount ordered and $2,500 minimum. GSA Contract Management Services, agrees that if a contract is awarded to the applicant and the contractor receives total orders during the first term (first year) of the contract awarded by GSA in an amount less than the amount paid to GSA Contract Management Services, for application assistance, that it will pay to the contractor, the difference between the $2,500 minimum guaranteed under the GSA contract and the cost of the application assistance up to a maximum amount of $2,500 or $5000.00 total. If the client does not make $5000.00 in profit their first year on the GSA or the required $50,000 in sales during the first two years - GSA Contract Management will refund them the balance due up to the total of the $5000.00 guarantee. This guarantee does not apply if the contract is terminated by GSA for cause or if the contract is canceled by the contractor." We did not receive any sales with GSA, and are seeking the $5000 refund referenced above. We maintain our GSA contract but canceled our agreement with GSA-CMS on 2/7/24 due to abysmal customer service and lack of delivery on add'l services we paid $3795 on 12/21/23. They continued to be unresponsive or dismissive after I had a meeting with them to address level of service concerns on 1/11/24. We seek a partial refund (at least half) for services not rendered. They refuse any reimbursement and are threatening our reputation b/c we asked.

    GSA-CMS appreciates any and all client issues, we initiated our GSA application processing agreement with ***** ******** from ************* on 06/28/2019 and worked diligently with him and the support staff to pr***re and submit their GSA Application for award. Mr. ******** emailed us invoices and other materials that had been altered, manipulated and or changed but we were able to assist them in obtaining their GSA award on 09/09/2020.  GSA-CMS agreement state that each client must submit a minimum number of solicitation bids and respond to our opportunities in a timely manner or the guarantee is null and void.  We brought multiple opportunities to ***** ******** directly but they were unable to facilitate the work for unknown reasons.  We were unable to reach them via phone or email for almost 24 months and this made our agreement again null and void.  We were then told that ***** ******** had been fired for reasons unknown to us.  **** ***** then contact us and asked if we could do a GSA *** or Economic Price Adjustment and add two new ***** Codes to the schedule.  GSA-CMS again worked diligently to produce and submit the *** which is required first and our normal rate is $4495.00 and the ***** Code adds average $2495.00 per, but to help them out as requested we reduced our rate to $3750.00 for the complete GSA Modification processing package.  We completed the *** and were ready to submit when **** ***** CEO, refused to sign their own cover letter stating that all the documentation, invoices and supporting information was true and factual. This put up a "BIG RED FLAG" for us.  GSA-CMS was then notified that ************* was cancelling their GSA contract which voids any and all agreements we have with said company. 

    GSA-CMS has been providing GSA and government certifications and support for almost two decades and our reputation is priority number one but we cannot refund monies to clients after the work is completed and after the refund period has been surpassed.

    Contract Management Services ( *************** ), referred to as GSA MAS on this website, has severely misrepresented the facts and truth. We were awarded a GSA PSS contract on 9/9/2020. This statement “GSA-CMS agreement state that each client must submit a minimum number of solicitation bids and respond to our opportunities in a timely manner, or the guarantee is null and void.” is 100% false and does not exist in the contract.   We have no record of ever receiving opportunities from them and had no reason to contact them in periods when we did not need their support. Our previous contact, ***** resigned for retirement, he was not fired as claimed. We did not sign the letter sent to us for the *** adjustment because we were finalizing a contract to replace them. The ‘big red flag’ comment is more fiction.  We notified Contract Management Services we were terminating our contract with them, not our company’s contract with GSA as they claim and therefore the reference to “voids any and all agreements” is a misrepresentation and false. The comment “but when we are lied to and provided fraudulent information, we cannot in good conscience continue to service” is simply outrageous and a lie. We terminated them for poor performance, not the opposite.
    This is what our contract states “If the client does not make $5000.00 in profit their first year on the GSA or the required $50,000 in the first two years – GSA Contract Management will refund them the balance due up to the total of the $5000.00 guarantee.  This guarantee does not apply if the contract is terminated by GSA for cause or if the contract is cancelled by the contractor.”   Regarding the last sentence specifically, our GSA contract was not terminated by GSA and we did not cancel our contract with GSA (reference link: ************* Active GSA Contract).  Any other interpretation of this (specifically our cancellation of our contract with Contract Management Services) is a misrepresentation of the contractual facts.  We did not make the aforementioned $5000.00 profit and wish to exercise the guaranteed reimbursement of same.  We are simply asking Contract Management Service to uphold the terms of their own contract, and, in reviewing their BBB reviews, this is not the first time they are refusing. In addition, we have provided BBB with a copy of our contract, which does not include many of the statements they claim it includes within their response.

    Lastly, when we informed Contract Management Services that we were terminating our contract with them, we requested the $5000 refund.    **** responded via email that he would need to consult with his management group. A subsequent response from him stated “I fought hard for you but was unsuccessful’ (in attempting to get the guarantee exercised). Strangely **** signed the previous response as GM and on the BBB site he is listed as President. Is the ‘management group’ more fiction?   The company flaunts their A+ BBB rating and has a customer review rating of 2.33/5.  Buyers beware.

    GSA-CMS has and will, always do anything in our power to try and resolve any and all issues with a client.  In this case the information and documentation was fraudulent and it voided our agreement and this was after the work had been completed.  Mrs. ***** would not sign her GSA Modification "cover letter" for submission and this voided our terms and conditions policies.  Please if anyone has any questions in regards to this matter please call or email me directly, as we do not want to put ************* business dealings out on the internet because of possible repercussions for them directly but we are happy to speak with anyone directly.

    Good afternoon,

    I am reaching out to figure out what happens from here.  I rejected GSA-CMS response b/c we are now being accused of fraudulence and threatened with repercussions for filing a complaint.  We do not expect to get any money back, what we want is to impact their rating and let the public know what they are getting into should they go into business with GSA-CMS.  As part of my initial complaint, I did provide copies of the contract that they are not upholding, I am reattaching it.  In addition, I saw another guy had the same complaint about the $5k promised in the contract that they were refusing to pay. I also would like to know how they maintain an A+ BBB rating with these claims.  

    I appreciate and additional information you can provide.

    GSA-CMS has completed all tasks that ********* **** paid for and we have not released the negative documentation of information as we do not want to create additional issues for our clients.  We wish they would have put as much effort into the GSA modification as they have on their BBB complaint.

    ************* is rejecting this response because there has yet to be a truthful response accepting any responsibility for negligence, poor customer service and refusal to adhere to their contract terms.  ************* has provided a factual account of what transpired between our company and GSA-CMS.  While GSA-CMS continues to lie (Our *** was not fired, we did not cancel our GSA contract, they did not fulfill their contractual requirements as we paid for a lot more than just a form letter as seen in documentation provided to BBB) , threaten and attempt to defame our business.  Our intent was to report the refusal to comply with their own contract and warn other potential buyers of the risk they face doing work with this company.  As you look at their other reviews, you can see we are not alone in our experience.  Our hope is they will change their business practices to  provide timely and accurate services in response to this complaint.

    GSA-CMS has does everything as per our signed agreement and have went above and beyond for this client.  We have provide additional support at no add cost and completed the GSA modification and we were ready to submit but Mrs. ***** would not sign and date her required cover letter for submission of the information and documentation they supplied us directly.  She then asked for her GSA to be cancelled and told us our services were no longer required after all the work had been completed. 

    GSA-CMS can not and will not submit any documentation or invoices that cannot be verified or signed off by said client, as it is against the GSA FAR rules and regulations. We started the GSA process and assisted ********* **** in obtaining there GSA Schedule award and continued to support them even after they did not respond to us for over 24 months which is stated directly in said agreement and terminates the relationship. 

    GSA-CMS has tried to rectify this situation in every way possible but have not received any cooperation or support from ********* **** as we cannot pr***re and complete work after spending over 40 hours pr***ring documentation and overt 60 phone calls and 100 plus emails to be told that they will not sign their own documentation authorization form, for submission after the work was completed 100%.

    GSA-CMS does not want to post or upload any of ********* ****s documentation, information or emails that may create legal issue for them directly as per our non-disclosure clauses we initiate for all our clients security.

    ********* **** ended our working relationship and GSA-CMS provided them with all the requested documentation and modification information per our agreement and their direct request.

    GSA reached out on a cold call telling me about ****. They made it out as if the process would be simple, and contracts would pour in, as well as they would set everything up properly, provide my business with a single person to admin my account. Their turn over of employees was overwhelming, the promises made, never happened, and on top of this, in the contract, it promises to reimburse the client after 2 years if their is no gain. I know have inquired multiple times about the reimbursement, and they tell me I was never set up right, or some other excuse, that was on their side. At this point I want them to honor their contractual promise and simply reimburse me for what I paid for and they never assisted correctly. It turns out their are hundreds of businesses like them, that phish people thinking this is a good idea, but after many years, multiple people pretending to assist, I am left with a useless waste of money. Just another scam in the world.

    The company responded, stating this was not the case. I sent them the contract, talked to the owner, and sent in the complaint, and they have promised to send a refund check. Thus far, I have seen a copy of the check, but it has not arrived.
