My complaint is specifically regarding all scratch off tickets that indicates that you are able to win "up to" a certain dollar amount, by purchasing and trying your luck to win "up to" the advertised amount. The problem is that all of these tickets continue to be sold, after the winning ticket has been redeemed/claimed. There is 0% chance that you can win "up to" the advertised dollar amount, when I'm fact, the winning ticket has already been purchased/claimed.Any other business doing anything remotely similar, would be in some legal trouble. Our state run lottery that is run by yet another state agency, that takes in over half a billion in sales of these tickets it's deceptive at the very least.Electronic signage of some sort should make it clearly visible as to what prizes are still available to win on each ticket. It doesn't matter what the back of the ticket says in regards to a winning ticket possibly not being available. You can only read the terms and conditions of each ticket once they are purchased. A little late but that it can't be refunded.I think the expectation is that if I purchase a $30.00 ticket and it claims that I can win up to $100,000.00, that is what should be available to win, since it is advertised that way.In my opinion, it would be equally wrong to continue to advertise say Powerball jackpots as being available, only to find out after purchasing, that it was already won and you never had a chance at winning what was advertised at the time of purchase. This practice needs to be modified at the very least, so that consumers are aware at the time of purchase, that there is in fact, no chance of winning the advertised dollar amounts and those consumers should be able to return for full refund any unplayed tickets with receipt proving that at the time of purchase, the advertised claim of the potential maximum win, was impossible for anyone to actually win.

A few hours ago I purchased online tickets, there was an internet problem, and then it purchased identical tickets for tonight, and tomorrow night. 2 sets of identical numbers. I called them told them about the error. They said it wasn't an error, no refunds, and no exchange so I didn't have identical numbers. I was on their chat support with ***, and on the phone with *****, and his supervisor ****. To bad, they said I agreed to the terms, and conditions. I didn't see anything about malfunctions, or errors. They agreed they say identical numbers purchased within the same minute, but refused to do anything to rectify it. Simply blamed me, said their system doesn't recognize an error, and refused to even send a report about the incident. They can't fix it, if they don't look into it. Did I want 2 tickets tonight, and tomorrow yes, but not 2 sets of identical numbers. Thats just crazy.

My name is ***********************, and I am completing this on behalf of my grandpa. My grandpa purchased a crossword scratch off that he believes is a $50k winner. After completing everything, he received a check for $5 but he has 10 words. He spoke with someone who called to say the ticket was only a $5 winner, but when he informed her he still has a copy, she hung up on him.
