The company promised to provide me with tax relief with the IRS and the Kentucky Department of Revenue. After repeated attempts to secure their assistance including sending copies of letters from the IRS and KDR, the latter of which having a deadline threatening seizure of my assets, Finish Line personnel were "too busy" to assist me with my problems. They are, in my opinion, a fraudulent company and I want my money back.

    Re: BBB Case # ******** - Julia ******

    Dear Julia ******,

Thank you for providing us with the opportunity to respond to the complaint filed by our client, Julia ******. We take all customer concerns seriously and strive to address them promptly and thoroughly.

    Customer’s Statement of the Problem:

Ms. ****** has raised concerns regarding a lack of communication, incorrect billing, and inaccessibility to her client portal. She also mentioned being charged twice a month instead of the agreed-upon amount and has requested a refund of $669.24 and contact from our business.

    Our Response:

    Communication:

Our records indicate that Ms. ****** spoke with her assigned representative, Diane Lee, on June 22, 2024. During this conversation, Diane provided Ms. ****** with our fax number and her email address to send any new notices regarding her account. As of today, we have not received any information or documents from Ms. ****** following this interaction. This demonstrates that there has been communication, and we have been awaiting her response.
    Billing:

The billing discrepancies mentioned by Ms. ****** are not accurate. Per the payment schedule and the service agreement, the payments were processed correctly. The client agreed to these payments as outlined in the service agreement signed on [Date]. We have attached a copy of the service agreement for reference, which details the following completed services:
Federal Consultation: Completed on January 17, 2024.
Federal Resolution Service: Completed on May 20, 2024.
    Client Portal Accessibility:

We have verified that Ms. ******'s client portal is functioning correctly. To ensure her access, we have reset her portal credentials. If there are any further issues, we are ready to assist her promptly.
We are committed to resolving this matter amicably and have directed Diane Lee to contact Ms. ****** today to discuss her concerns and provide any necessary assistance.

    Desired Settlement:

Refund: As our service agreement outlines the terms and conditions of our services, and the services have been completed as per the agreement, a refund is not warranted.
Contact by the business: We will ensure that Ms. ****** is contacted by her representative to address any remaining concerns.
We hope this response clarifies the situation and demonstrates our commitment to providing excellent service. Please do not hesitate to contact us if you require any additional information.

On may 31st 2024 I paid finishline 717.50 a payment of half for services that never happened. They literally could not help me at all. They could not stop the garnishments. This was literally the pretense conversation prior to purchasing services that they could stop the garnishments. It took them until June 20th to do anything, they then called me and said nothing could be done other than "possible" payment plan and they might be able to stop them if I pay another 700 and some change. I said let me think about this for a couple days. I then emailed them on June 25th to the billing department requesting my money back due to the fact nothing had been done from the original agreement spoken of on the phone, and to cancel my contract. Nobody has contacted me back. Not a phone call, email, text message nothing. But when they wanted my money they had zero issues contacting me within the hour. I want my money back I feel taken advantage of when I was already down. I want my money back and the contract canceled immediately.

    Response to Complaint ID: ********
    Customer Information:
    Adam ******

    Customer’s Statement of the Problem:
    Payment for Services:
Mr. ****** states that on May 31st, 2024, he paid FinishLine $717.50, a payment of half for services that never happened.
    Response:
Mr. ****** engaged our services and paid $717.50 on May 31, 2024. The welcome process was completed on June 4, 2024, as documented in the case notes. A welcome email was sent to the client on June 4, 2024, explaining how FinishLine Tax Solutions keeps clients up to date via SMS, email, client portal and phone calls.

    Garnishment Issue:
He asserts that FinishLine could not stop the garnishments, which was the pretense of the initial conversation prior to purchasing services.
    Response:
The IRS Federal consultation was completed on June 17, 2024, and the state consultation was completed on June 18, 2024. Both determined that the client had compliance issues with unfiled tax returns. The wage garnishment could not be lifted due to a Substitute for Return (SFR) filed by the state of North Carolina. Garnishments started on May 8, 2024, before the client engaged our services. To release the garnishment immediately, the client would have to agree to an Installment Agreement (IA) set for $475.30 monthly, which is 10% of the gross income. The client declined this option.

    Service Delays:
Mr. ****** mentions that it took until June 20th for any action to be taken, at which point he was informed that nothing could be done other than a "possible" payment plan, and he was asked to pay an additional $700 and some change.
    Response:
Mr. ****** was not informed that nothing could be done to release the garnishment. The issue stemmed from an SFR (Substitute for Return) which needed to be filed to correct the issue. This process requires time for filing and for the state to process. The client was offered the option of an immediate release through an installment agreement, which he declined.

    Refund Request:
Mr. ****** emailed the billing department on June 25th, requesting a refund and contract cancellation, but has received no response.
    Response:
The client's refund request was denied based on the agreed services performed. The client did not pay for a garnishment release.

    Communication Issues:
Mr. ****** states that he has not been contacted by phone, email, or text message since his refund request, contrasting this with the prompt contact when payment was needed.
    Response:
There was no communication issue. The client's account was closed per the request, and the signature page was emailed to the client for an electronic signature, which has expired. The signature page will be reissued immediately. The refundable amount aligns with the agreement and is non-negotiable.

    Company Policy:
Per the Service Agreement signed by the client on 05/31/2024, it states:
Section 4. Fees: "Client agrees to pay FinishLine the fees pursuant to the provisions of Exhibit A and any Addendum to this Agreement. FinishLine will not be obligated to provide a detailed accounting of time spent in performing the Services or Additional Services."

Section 8. Cancellation of Agreement Refunds:
8.1: "Client may cancel this Agreement by submitting a written cancellation notice to FinishLine by either registered U.S. mail or email received by FinishLine. If FinishLine receives such cancellation notice within three (3) days after the Effective Date and has already completed the Investigation of Client’s Initial Tax Issues per Exhibit A, no refund of the payment received for such Investigation will be due. If FinishLine receives such cancellation notice within the three (3) day period and has not completed the Investigation, 50% of any payment received for the Investigation shall be refunded, as well as 100% of any other fees received. Refunds, if any, shall not be payable until after the parties have signed a cancellation agreement specifying the refund amount."

We kindly ask the BBB to review all provided information and documentation, including the Service Agreement and client case notes, and consider this complaint as addressed according to our policies and procedures.

Thank you for your attention to this matter.

We have carefully read both the initial complaint and any further responses from you.

    2. Structured Response:
We have structured our answer to address each issue stated in your complaint.

    3. Factual and Courteous Response:
All responses have been kept factual and courteous.

    4. Company Policy:
This complaint pertains to our company policy. Please refer to the attached Service Agreement which outlines our consultation and associated fee.

    5. Documentation:
We have included all necessary documentation for your reference, including the Service Agreement and client case notes.

    Response to Your Complaint:

Complaint: You mentioned that you paid $1,200 for our services to negotiate your back taxes and only saved $400, which you believe you could have negotiated yourself.

    Response:
Upon reviewing our records, it appears that you paid $1,100.00 per the agreement, not $1,200.00. Our scope of service, which is outlined in the Service Agreement, is to provide our clients with the best resolutions based on their ability or lack of ability to pay what they owe the IRS. In your case, our office completed a thorough financial review and determined the best possible resolution based on your cumulative assets. The client agreed with the resolution option, which he could have declined.

While we understand your frustration regarding the outcome, the tax resolution process is complex and varies significantly based on each client's unique financial situation. We strive to negotiate the best possible terms within the constraints of IRS regulations and the client's financial circumstances. The resolution achieved reflects our efforts to secure the most favorable outcome possible based on the provided information.

We regret that the savings achieved did not meet your expectations. However, we assure you that all services were provided as per the Service Agreement, which outlined our scope of service was completed and therefore your request for a refund is denied.

Please find attached the Service Agreement and client case notes for your reference.

Thank you for bringing this matter to our attention. If you have any further questions or require additional clarification, please do not hesitate to contact us.

I contracted Finishline tax solution on July 17, 2023 to help with my tax owed to the IRS but nothing was done on my behalf. I paid them $1900.00 but did not get any positive information from them at all. I had to contact them many times for the 8 months they held my money but kept getting the round-around. I have requested a refund but again no positive response from them. I emailed a letter to the President of the company and no reply. This is not a serious company, after reading all the complaints, there is definitely a pattern with them. Do not hire this company to help, they will just steal your money.

BBB Case # ******** - FinishLine Tax Solutions, LLC
    Customer Information:

    1. Review of Complaint and Responses:
We have carefully read both the initial complaint and any further responses from the customer.

    2. Structured Response:
We have structured our answer to address each issue stated by the customer.

    4. Company Policy:
This complaint pertains to our company policy. Please refer to the attached Service Agreement which outlines our consultation and associated fee.

    5. Documentation:
We have included all necessary documentation for your reference, including the Service Agreement and Case Note of Consultation completion.

    Response to Issues Raised:

Issue 1: Payment of $500 for Tax Services
The customer states they paid $500 for tax services but received a contract with the year 2025, which was incorrect.

Response: IRS compliance checks often review multiple years of tax returns to ensure consistency and accuracy. The inclusion of the year 2025 was intended to cover potential future compliance reviews and was not a mistake. The IRS documents include a wide span of tax years to ensure the client is in full compliance with their tax filing history, address any possible outstanding balances, and review wage and income transcripts. While the client believes this was a mistake, it is, in fact, a common and necessary practice.

Issue 2: Request for Refund and Lack of Communication
The customer requested a refund and has not received it. They also mentioned trying to call without receiving any communication back and experiencing unprofessional behavior from our staff.

Response: No communication regarding the complaint has been received via our office (attached case notes reflect no contact by the client). We sincerely apologize for any perceived unprofessional behavior.

Resolution: We will close the account due to no signed documents being received and will issue a refund in the full amount back to the original method of payment. The refund process will be initiated immediately, and you should see the amount credited back to your account shortly.

Thank you for your attention to this matter. Please feel free to contact me if further clarification is required.

I just spoke with James (May 9, 2024) regarding my IRS resolution. I am extremely frustrated with the outcome of this as James informed me I still will owe the IRS the full amount. I was told in the beginning process that my amount owed to the IRS would be lowered from $9,047 to approximately $905. I was also told that my savings account is considered future income and could not be part of my debt to income ratio. I paid $1,900 upfront for a service that did nothing. I have no documentation in the portal indicating that anything was done on the part of Finish Line Tax Solutions regarding this matter. This sounds like nothing more than a scam. I provided a lot of personal identifiable information which I am now very concerned about.

BBB Case # ******** - FinishLine Tax Solutions, LLC
    Customer Information:
    1. Communication with James: The customer spoke with James on May 9, 2024, regarding their IRS resolution.

Response: This is true. Financial information was completed (Form 433-A attached) and resolution options were discussed with the client. Based on this information, the client was informed of her resolution option.

    2. Frustration with Outcome: The customer is extremely frustrated with the outcome, as they were informed by James that they still owe the IRS the full amount.

Response: While the client may be frustrated with the outcome, the service agreement clearly explains the scope of our service.

    3. Initial Promises: The customer was told at the beginning of the process that their amount owed to the IRS would be lowered from $9,047 to approximately $905.

Response: I cannot determine if this information was or was not discussed with our Settlement Officer because each client's ability to receive a reduction varies.

    4. Savings Account Consideration: The customer was informed that their savings account is considered future income and could not be part of their debt-to-income ratio.

Response: The client has a substantial savings account which is more than the tax debt and is considered to be a liquidable asset that can satisfy the tax debt by the IRS. This limits eligibility for some IRS programs but not all. The client did not present any special circumstances for consideration.

    5. Upfront Payment: The customer paid $1,900 upfront for the service.

Response: The client did not engage with an upfront fee. She was presented with the fee for both services (consultation/resolution) as outlined in the service agreement.

    6. Lack of Documentation: The customer has no documentation in the portal indicating that anything was done by Finish Line Tax Solutions regarding their case.

Response: Although the client stated a lack of documentation, all documents were at the client's disposal via our online Client Portal, which the client has acknowledged knowledge of.

    7. Accusation of Scam: The customer feels that this situation sounds like nothing more than a scam.

Response: While the client may feel this is a scam, it is not. Most clients that engage in our service are informed during our welcome call and emailed an expectancy email regarding our services. While many fail to review this information, our staff strives to communicate via the client portal, email, and SMS. The client could have requested this information at any time.

    8. Concern for Personal Information: The customer provided a lot of personal identifiable information and is now very concerned about its security and use.

Response: While the client may be concerned about personal information, rest assured we handle our clients' information with the utmost security. While the client may disagree with our methods, the client did not follow our outlined cancellation policy regarding formally sending an email to our billing department for account closure. Based on this complaint, I will begin processing the request and issue a signature page for the release of these funds. Per the cancellation section, the client will be charged for the initial consultation fee and half of the resolution fee (attached Service Agreement) for review. Any other disputes, the client will need to review the arbitration section.
Thank you for your attention to this matter.

    Better Business Bureau:

I have reviewed the response made by the business in reference to complaint ID ********, and have determined that this proposed action would not resolve my complaint.

I would like to start by stating that I never received from Finish Line Tax Solutions the 433-A nor the Case Notes which they've attached hereto as part of their response .  Furthermore, when initially engaging with Finish Line Tax Solution, I requested to review their Exhibit A as referenced in their Service Agreement (Section 8 "Refunds", subsection 8.2).  I never received the Exhibit nor was it ever uploaded into their portal.

I received an email from Finish Line Tax Solutions on 5/17/2024 with a "Cancellation Agreement; BBC Complaint" to refund me $750.00 from the initial upfront payment of $1,900.00 (I know they stated on this website that the $1,900.00 was not upfront, but it was). On 5/18/2024, I responded to Finish Line Tax Solutions again requesting a copy of their Exhibit A to the Service Agreement (due to the fact of no longer having access to the portal for information) and was informed that due to my BBC complaint all communication needs to be addressed here.

The fact that this business states they can assist in resolving tax issues and then provided me with zero resolution (I still owe the IRS the full amount and paid this business $1,900.00 on top of that....just to put me in deeper debt).  I could have just contacted the IRS myself to review the 2 options I was provided with from Front Line Tax Solutions.

My husband received a tax notice, and he called to inquire about their services. I am a joint filer, so he asked them to send a contract with their proposed services and for me to read to see if we wanted to use them. They had asked for a bank card from him to charge once the contract came and if we decided to proceed. No contract ever came, but they took $300 from our account on April 19th and have not returned it, but given me a lot of runaround.
