          Pattern of Complaint:

          BBB files indicate that this business has a pattern of complaints concerning billing/collection issues, and advertising issues. Regarding billing/collection issues, consumers allege that the business does not notify the consumer about the initial toll bill, and that the business does not verify the consumer’s information prior to sending the bill. This issue leads to a delayed delivery of the initial bill. Additionally, consumers allege that the business sends toll bills to consumers that have not used their toll services. Consumers also allege that late fees are applied, although the consumer was not notified of the toll bill. Lastly, consumers allege that the business provides a misrepresentation of the charges/fees for their services.

          On November 19, 2019, BBB submitted a written request to the company encouraging them to address the pattern of complaints. On December 13, 2019, E470 Public Highway Authority responded to BBB, and provided the following statements to address the pattern of customer complaint:

           

          • “We will send the statement to the consumers mailing address per DMV records.If we do get an updated address from the NCOA (national change of address, postal service) we will update it as a courtesy and send any future paid or unpaid bills to address on file with us.Please note we will not resend a previous bill twice.Each time we get a new transaction we reach out to DMV for their information on file.It is all going to depend on when the consumer updated their information if they have moved.In most cases it comes to renewal time of their plates that the consumer updates this.”

             

          • “We hold our Quality standards to a 99.9% accuracy rate so there is a very small % error rate on these images processed.The transactions as well go through 2 manual reviews before the bill is mailed out to the consumer in order to decrease the chances of the bill being mailed out incorrectly.”

             

             

          • “When we send the bill to the third-party collector, this is the 4th month of their billing cycle in which their balance has gone unpaid.We will continue to mail out the bills to the address on file with DMV.We also disclose in the 3rd billing cycle that if balance remains unpaid it will be charged a $20 collection charge.”

           

          • “We meet Federal and State guidelines as far as signage on the road.All entrance points indicate it is a toll road and rates are displayed upon entrance and or before passing through a mainline plaza.Consumers can also see our toll rates and full map of our road on our website https://www.expresstoll.com.”

            This complaint has to do with me being charged somewhere between $140-$150 in fraudulent charges between 09/2024 and currently ongoing. I was charged for tolls on my credit card by express toll for another car that appears to have the same temporary plate number except the other vehicle which is completely different from mine had a different expiration date. My plate had 11/08/2024 expiration date and the other vehicle which is a blue van had an expiration of 11/10/2024. I filed a police report and file a lost stolen license plate affidavit with the Arapahoe County DMV. I also confirmed with the Colorado State DMV that there is no duplicate temporary plate out there with the same number as me. I have called express toll over 5 times and finally visited them today in person on 01/24/2025. They are unwilling to refund me for all of the fraudulent transactions. I also provided them with all the documentation referenced above as well as a copy of my registration for the temporary tag and my permanent license plate. Please help me. Also Arapahoe sheriff's told me that apparently criminals take pictures of cars with temporary tags and create fictitious ones and use them in their vehicles.

            Thank you for reaching out to us,

            We apologize for the customer experience.  The customer has made several contacts with us regarding charges for a temporary plate listed on his account.  After reviewing the images it was determined they did not match the vehicle customer stated they were registered to.  In these cases we do require the plates to be reported to state motor vehicle as well as file a fraud report to the police.   This is to prevent the customer from getting more tolls in their name should the plate be continued to use.  Unfortunately, over the last couple of years there has been an increase in temporary plate fraud.  We did have to submit a ticket to our IT department to get the charges removed from the customer account to ensure they dont come back.  The customer did provide us the necessary paperwork to process this.  Customer requested to close the account so the refund will go back to his card on file ending in 375.  The credit amount the customer currently has on his account is $173.80.  It should take about 7 to 10 business days to get the refund back to customer card on file.   Unfortunately, due to the circumstances of the temporary plate fraud it does take a bit longer until we receive the necessary paperwork to process.  Customer can reach back out to us and speak to any supervisor should he have further questions on his refund.

            I have paid a bill with E-470, and they have taken my money. I keep receiving bills and now legal notices. I have tried on many occasions to call them. It's either 90 mins or more on hold or I'm disconnected. I need them to contact me to resolve whatever it is they have done.

            Such a massive corrupt organization that doesnt take accountability for anything. Charged me $25 per minute (per toll gate but they are so shortly spaced that this is what it ended up being) for driving in the toll lane while towing my broken down car even when there was no signage indicating this fee until you were already miles into the drive. Cant leave the lane either or thats a $250 fine so you are completely trapped. At least they have signs for that one. Called them several times and the customer service agents were very rude and didnt help with anything. They said they dont do anything with the signs and that I had to pay the fine anyways. On one call I actually got someone who had a smidge of humanity to try to assist me. He claimed he was going to work with finance and email me back. Got no further correspondence until they said my account is deactivated and I still owe the money. Its completely criminal the way this is run and I really hope they get investigated.

            We did make contact with Mr. ************** We were able to locate customer check.  There was a confusion when posting as there were two identifying statement numbers on it causing it to be applied against a previous id and not the intended one.   We did locate the check and apply accordingly.  We also explained to customer to ensure to remove old statement number so avoid confusion in the future.  There is nothing outstanding at this time for the customer. We do apologize for the confusion and experience this has caused Mr. ************** We did provide our email address should the customer wish to contact us in the future.

            I have experienced repeated problems with Express Toll billing in ******, ********. I drive through ******** and never receive a bill. Despite calling to correct the issue regarding bills being sent without an associated apartment number, Express Toll continues to send bills to our apartment complex without an associated apartment number and they never reach us. Strangely, the final notice with late fees and a civil penalty fee managed to make it to our apartment just fine. I suspect that, as this has happed to me repeatedly, ExpressToll may be using an unfair business practice to accumulate additional fare from their toll roads. I drove through ****** on April 9th and called on April 17th, 2024 to pay my fees over the phone. I explained the issue that I was having with the customer service representative, paid the fees and watched the fee post to my account on April 25th. I assumed the issue was resolved. Because I was driving my fiance's car at the time, he received a civil penalty fee, late fee, and set of toll fees dated December 6th, 2024. We had received no correspondance in the meantime. He paid the fee (because the notice was time-sensitive) and when I called to dispute and request a refund based on the above actions, I was told they do not issue refunds if a bill has been paid. I was also told that I'd only paid some of the tolls I owed. I countered that I called 8 days after my drive and was told I should have waited longer for all tolls to process, and that I received multiple bills (which never were delivered to my house because Express Toll does not include my apartment number). I cannot be the only consumer who has been blasted with late fees for bills they are not receiving due to a billing address issue, and I think Express Toll is using this to their advantage.

            I got a bill in the mail for a toll charge. I have never even been to the state, period. I called to complain, and up until the point where I stated I knew it was a scam, they acted like it was a valid bill. Then all of a sudden I got the excuse of "Oh, I just input the plate number from the image wrong". Not to mention that there was no photo sent with the bill, nor would they send me a copy of it to verify my own vehicle (that was impossible to be several states away - and the fact that I was at work in ***** which my employer can verify).

Once again, sent a paid bill, that was overpaid to collections. This needs to be corrected and whoever did it THIS TIME, should be fired.

            I received a statement from LicensePlateToll (AKA ExpressToll) dated 09/22/2024 for a supposed missed toll on 08/15/2024 at the location of ************** in ******, **. The License Plate listed was 27DJ04 SD (************). I live in central **** and I traded this vehicle for a new vehicle on 05/14/2024 in **********, ****. I obviously was not the owner of the vehicle at the time of the purported occurrence.I refused to pay the charges and I received another statement with a $5 late charge. After providing proof of the vehicle trade occurring before the toll was incurred and the fact I am in **** and the license plate was from ************, they subsequently "dismissed (the toll) as a onetime courtesy". But not to admit fault the made the additional statement of "The registration address was not in ************ but ****" which if the plates were from ************ the car could not have been registered in **** at the time of the occurrence.This was obviously a fraudulent attempt to collect a toll and this company needs to have a cease-and-desist order brought upon them.

            Within the last 6-8 months, I received two notices of supposed 'toll' amounts I owed for driving on a toll road in ******** without proper payment - I live in the greater *********** area of ***********I ignored these notices as a scam, and threw them out. I've now received a notice from a collection agency (*************************************************************, LLP), also in ********, saying I owe a total of $28.91. If I don't pay this amount, which I do not owe since I've never driven anywhere in ********, I'm afraid that they might report this to the credit agencies - ?
