Pattern of Complaint:

BBB files indicate that this business has a pattern of complaints concerning billing/collection issues, and advertising issues. Regarding billing/collection issues, consumers allege that the business does not notify the consumer about the initial toll bill, and that the business does not verify the consumer’s information prior to sending the bill. This issue leads to a delayed delivery of the initial bill. Additionally, consumers allege that the business sends toll bills to consumers that have not used their toll services. Consumers also allege that late fees are applied, although the consumer was not notified of the toll bill. Lastly, consumers allege that the business provides a misrepresentation of the charges/fees for their services.

On November 19, 2019, BBB submitted a written request to the company encouraging them to address the pattern of complaints. On December 13, 2019, E470 Public Highway Authority responded to BBB, and provided the following statements to address the pattern of customer complaint:

 

  • “We will send the statement to the consumers mailing address per DMV records.If we do get an updated address from the NCOA (national change of address, postal service) we will update it as a courtesy and send any future paid or unpaid bills to address on file with us.Please note we will not resend a previous bill twice.Each time we get a new transaction we reach out to DMV for their information on file.It is all going to depend on when the consumer updated their information if they have moved.In most cases it comes to renewal time of their plates that the consumer updates this.”

     

  • “We hold our Quality standards to a 99.9% accuracy rate so there is a very small % error rate on these images processed.The transactions as well go through 2 manual reviews before the bill is mailed out to the consumer in order to decrease the chances of the bill being mailed out incorrectly.”

     

     

  • “When we send the bill to the third-party collector, this is the 4th month of their billing cycle in which their balance has gone unpaid.We will continue to mail out the bills to the address on file with DMV.We also disclose in the 3rd billing cycle that if balance remains unpaid it will be charged a $20 collection charge.”

 

  • “We meet Federal and State guidelines as far as signage on the road.All entrance points indicate it is a toll road and rates are displayed upon entrance and or before passing through a mainline plaza.Consumers can also see our toll rates and full map of our road on our website https://www.expresstoll.com.”

    I received a **** from License Plate Toll on 1/02/2022 for $413.30. When I called them, I asked them what license plate they have and that I do not use the tollways in ******** because they are too expensive. I asked for a pitcher of the plate, and they did not have it. I asked for the plate number, and they gave me 904-WRN witch was not my plate. I got a letter from the ******** County DMV that that plate does not exist in the state of ******** and is not registered to me. I sent a copy of the letter to License Plate Toll customer service twice when they told me they did not receive the first email. On 2/16/22 after receiving a letter from ********** ********************************* I sent a certified letter to them with a copy of the letter from the **** On June 3rd I got another letter from them and called them to see if they got my letter I sent them. I talked to **** and he told me they have no pitcher of the plates, That the License Plate Toll company refused the letter from the ****I talked to a lawyer however the amount of money it would cost would be over the amount I would need to pay for the toll. I was going to pay it but thought I would reach out to you and the BBB of ******** before I do and see if there is any way you could help.

    I have received a **** in the mail for almost $1,000 in toll bills, with penalties included. This is the first toll **** I have received and it says it is was due on May 1st. I would like the penalties removed for the short notice of payment.

    This matter is in regards toll transactions. We run trucks which are considered 18 wheelers, a truck pulling a trailer. We recently learned that every time one of our company trucks would use this toll, they would get charged two different transactions which is the truck and trailer itself. We see this as a scam or even as a theft. It was a continued habit in which we would pay with good faith just to be charged twice for every entry made. Again we recently learned about this unlawfully matter and want to make sure this is brought to every persons attention. Beware using ***** toll road.

    I want this information to be open to the public to be aware of the situation. We also want for our statements to be billed with the correct fees and not be adding extra tolls which is a theft. Reimbursement would be appreciated but highly doubt that since their customer service is no help but no proceedings will be brought at the moment until we look further.

    On 5/2/22 I received a notice from *****.com about an outstanding toll. I live **** miles away in ********* and drive a 911 Porsche Carerra 4S, not the truck depicted in the photo. Nor is that my license plate that is captioned in the statement. The *** number comes back to a **** Dodge Neon, again, not the truck captioned in the photo. Nor have I been to ******** for many years. It is impossible that the scanned license plate would come back to my name. I suspect that they had an uncollectible ticket and used Spokeo or Whitepages to try and match the vehicle to someone and just plain guessed it was me. They have several similar complaints lodged against them in YELP.

    I received an Express Toll **** for $2.05 on January 2022. I paid it by check #****. Since then **** Highway Authorities have been harassing me that it wasn't paid. I have copies of the written check and prove it was cashed by the **** Highway Authorities. Today I received another one the same amount plus $5.00 late fee.It goes to show how far they want to take this even though, I paid my **** on time, and the check was cashed by them.Maybe if they would hire competent people that can read and write, they wouldn't be in this situation. If **** Highway Authorities continues the harassment and the lie, I will be forced to go public and use all of the *************** outlets and expose them. I believe they've done this before targeting people that have paid their **** and try to get more money. Here are copies of the front and back of the check.

    Thank you for reaching out to us,

    We do apologize for the confusion.  After researching customer payments, the payment customer is referencing is for a statement # ********** we sent out in January for $2.05, which was toll usage for December.  Customer did mail in payment in timely manner and was posted against transactions.  in February we mailed out statement # ********** for $8.70 for tolls in January.  Customer sent in payment for $8.70 check #**** and was posted against this statements.   In March we sent out statement #********** for $6.25 for 2 transactions in February.  Customer sent in a check #**** for $4.20 instead of original $6.25.  Since there was still $2.05 not paid from March ****, in April we sent a past due *** of $2.05 plus $5 late fee.  I have attached the original statements.  As a customer courtesy we will go ahead and waive the $5 late fee and the remaining toll that was not paid.  Customer has been a good pay customer throughout the history of use.  Customer can reach out to us for further questions or concerns.  Thank you.

    They keep sending **** for toll vehicle has never been in their state. Number listed 1709T26 not even mine. No form or number or instructions are included to dispute, just payment methods and threats If you don't. Not my job to fix their ineptness or jump thru hoops to not be extorted.

    The customer did make contact with our service center representative last week.  We apologize for sending out the **** in error and negative experience this has cause the customer. Certain states like WY, NE, OK and IL plates can issue  the same plate number for different types of vehicles.  This was the case for customer.   During the image processing review, agent processing can in most cases decipher through make or model match to the plate of the vehicle,sometimes weather, glare or time of day can impact this.  To ensure this does not happen in the future, we have put the plate number in a special image review queue to look at image information again before the **** goes out through our normal process.  As a secondary and final quality check all images are reviewed after the 3rd billing cycle and before any additional fees are assessed to ensure the accuracy of the transaction, in any event the customer does not make contact with us.    Customer can reach back out to us if there are additional question.  Thank you.

    Hello, my name is ************************************ and I am filing a complaint against the ***** Public Highway Authority. I have personally driven on the toll road in question, one time during my residence in ******** (5 years). I was forced onto the toll road due to road contraction work while on *************, leaving ***. I was on the toll road less than 60 seconds, the time it took me to get to the next possible exit as I didn't want to make an illegal turn to go back to *************. With that, I have received considerable threatening notices from the company that operates the toll road, for multiple toll transactions that I couldn't possibly liable for (again, was on the road 1 time, not several. Regardless, the times I have contacted the company by phone, they willfully denied my many requests to pay the toll charges that were due in my name. I called them on no less than 2 occasions, and both times, they refused to allow me to pay the toll charges that were (other than 1 charge) incorrectly attributed to me. They have since assessed, and I work for the ******** ***** of ******** an astonishing and obscene amount of penalties they couldn't possibly have the legal authority to assess. With the noice I have Notice ID *********, which states that I have 2 $4.65 toll transaction charges, totaling $9.30. The highway authority says I owe a staggering total of $160.65. Less the toll charges, $151.35 in assessed penalties, or, a ********% increase. Worse yet, Their online system will not let me pay any charge, let alone the toll charges, they won't take the payment over the phone, and are now threatening not just my drivers license and registration, but my employer/employment as I work for the ******** ***** of ******** which oversees my division, and the CO DMV. This is outrageous and cannot possibly have the legal authority to threaten my employer/my employment over this literal highway robbery. :(

    The customer contacted us on several occasions last year.  His first toll incurred back in November 2020.  It went unpaid through several billing cycles and had fees as well.  In September when the customer made contact there was more toll usage on May 6, 2021.  The balance also went unpaid and thus accrued more fees.  This was usage on same vehicle with plate CTV118.  **************** representative explained to customer our hearing process and he indicated he would schedule one on-line.  Customer then called again in November and the agent did offer to waive all the fees and charge only tolls if the customer opened up and account as it appeared the road was used more than once.   Customer did give him a deadline of Nov 27, 2021 and he did not call us back.  There are some additional toll usage on November 21, 21.   We will have a supervisor reach out to the customer.  We can make same offer of waiving all fees of $140.00 if customer pays tolls of $20.65 and opens an account with $35 in pre-paid tolls.  Customer can than use that pre-paid balance towards future usage.  Balance does not expire and it will give the customer the flexibility to consolidate multiple cars onto one account.  The customer can also call back and ask for supervisor ****** or ***** for additional help.   Thank you.

    Ive been receiving collection letters from ***** Public Highway Authority, based out of ********. I have not left the ****************** for years. They are mistaken by sending me this and slandering my name and credit.
