We were issued a ticket at the ******** in ********* in January. The lot is marked as public parking for customers in the ************************** until 7pm. We went to one of the businesses in the park (receipt included in the appeal letter to Shamrock), for an appointment at 4-6PM. We retuned to a ticket issued at 5:40pm claiming that we had left the lot. When I looked online there's a heavily pixelated picture of my car and an illegible sign behind it. Further, the time stamp on the image is marked at 1am; implying we had stayed many hours after our time was up. This is in contradiction to the issued ticket, and the actual time we were parked in the lot. They sent me a letter saying they would take me to collections if I didn't pay I feel scammed and conned and seemingly without recourse. If I made a good-faith mistake, I'm happy to pay a reasonable price for it. However, I'm observing Shamrock Parking decided I owe them $80 for following the rules they provided, ignore any attempt to clarify/rectify the situation, and threaten collections if I don't give in. If I needed to pay for parking, I would have, but it's clearly free parking (for customers of that park) until 7. I have reported this to the City of ******* and will take further steps if need be.Business response

Shamrock parking is a predator. They ticket incorrectly for patrons parking to drop off groceries or go to nearby restaurants although parking spaces are available for public use. When reaching out to them to discuss the situation and dispute the ticket, they write back letters that are rude, offending and lack basic decent morality.Business response

The garage ********** is referring to is private property and is not for public use as she states.
********** needs to understand that we do not make up the rules for parking. Those rules were set up by the property management and we're just enforcing those rules. If she doesn't like the rules she needs to talk to building management and not complain to us.

We were given a $60 ticket for parking in a garage (********) reserved for customers of the restaurant ***************** in *******, **. We were eating in the restaraunt during this time. The restaraunt has no parking validation and Shamrock Parking had no way of even confirming that I was there but still gave a ticket. There is no way of disputing the ticket except by mail but they threaten to send bills to collections. This is a blatant scam and their business license should be canceled. At minimum, I want confirmation sent to my email that my ticket is canceled.Business response

Our instructions for disputing the parking notice is to submit your dispute in writing to us at the address provided. It would be helpful if you included a receipt from your dining.

I am rejecting this response because: It is NOT my job to validate where I was while I parked, that is YOUR job before writing a notice. You can either refund the notice or prove I wasn't correctly using the parking spot in small-claims court. I have receipts, pictures, and reservation confirmation from that evening. I am going to go out on a limb and assume you have nothing because if you had even watched for ************************************************************************************************************************* I am not going to waste my time and money dealing with your "mail-only" dispute BS because its convenient for your scam.

On June 20, 2024, I parked in a private lost run by Shamrock Parking and paid through an app that was linked to through the ** code posted. I was ticketed for failure to pay. I have attached a photo of my acknowledgment of payment at 6:52pm and the ticket issued at 7:36pm. I've got to the payment website in an attempt to dispute and there is no way to dispute an incorrectly issued ticket. I have also found multiple reviews with similar stories to mine. I would like the company to contact me and say, "Sorry, our fault"or better yet, "Sorry, this is a scam we regularly run but you found us out." I don't plan to make any other attempt to contact the company since they seem to have no web presence other than a button to pay, and I won't be paying anything in addition to the $10.33 I paid for a parking space. This lot is near ***************, which I visit frequently, but I will no longer park in this lot.Business response

I was given a $60 ticket for "nonpayment" for a parking spot I paid for. This business leaves an envelope on your car stating the only way ypu can dispute is in writing and by mailing proof to them which they state they will write back their "opinion on". I paid for this parking and I won't be paying $60 for a scam business. They will not take disputes over the phone and provide no email or other contact on their website. They expect you to go print out proof of you paying for parking and mail it to them. This is all by design because they think if they make it as hard as possible for you to dispute that you will just pay their fees. You can pay them online but can't provide proof of payment unless you mail them? Yeah, okay. I'm not paying for this.Business response

I am rejecting this response because:The business clearly has received proof via the BBB correspondence that I paid for parking. This business targets individuals and tries to intentionally make complicated the dispute process. They expect you to go put of your way to mail them "proof" that you paid their parking. The BBB is completely littered with other cases of them wrongly charging people. Additionally, they do not answer or return phone calls. Proof of my parking has been provided and clearly they can see it since they are responding. I won't be paying a fee for parking I already paid for. These business practices are unprofessional and wrong. They have no problem taking your money over the internet, but can't answer a dispute online?

************ provided proof that he did pay for parking but did so 9 mins after the parking notice had already been written and placed on the vehicle. (who knows how long the vehicle had been parked there before we issued the notice).
The signs in the parking lot inform you that parking MUST be paid in advance. That means that you need to pay for parking before leaving the parking lot. We're sorry ************, but you need to follow the rules. Every parking company has the same policy.

I am rejecting this response because:The business is trying to charge me $60 because my proof of parking took "9 minutes." I literally paid for this parking as fast as the app would load. The parking was paid for. This response is unsurprising since this is how they have responded to everyone who has disputed their practices via the BBB. Anyone who reads through their history can see they target people and make it as difficult as possible to dispute charges of their poor business practices. I have provided receipts both digitally and by mail that I paid for my parking and I will not be paying anything more. Strongly recommend to anyone reading that you avoid parking in ************* parking area of ********* at all costs. There are other areas that are free and where you don't have to deal with this. If the business wants $60 or any further additional funds from from me, they can seek resolution in court.

On 6/14/24 I parked in the ***** village parking lot, which is monitored by Shamrock Parking. I was ticketed for parking without payment. Before paying the ticket I googled the company and found various complaints of scams and predatory ticketing. The website to pay through seemed very sketchy and unprofessional. The only other ways to pay were with check or money order. The address to send a check to is a P.O. box, which is also very suspicious. There needs to be a way to pay in just cash, and send the cash to a physical address. None of this feels official at all, and I dont feel safe whatsoever inputting my address or credit card info on this website.Business response

I was ticketed for $60 for parking on 5/25, 7:07 pm by Shamrock Parking. I paid the parking fee and have attached my receipt. Shamrock Parking does not appear to have a mechanism for challenging their fraudulent charges.Business response

First and foremost, there is a large 4-foot sign in front of where ****************** parked his vehicle informing him that parking is for ************* patrons only prior to 7pm. Secondly, the attendant saw ****************** park and walk across the street to go to the smoke shop. The smoke shop is not part of ************* and therefore ****************** should not be parking in the parking lot at all.
This parking violation had nothing to do with whether ****************** paid for parking or not. ****************** cannot use the ************* parking lot for anything other than patronizing the ***** Village businesses.

I am rejecting this response because:1) the signage around the parking lot is extremely confusing. I did not see any sign indicating what sort of shopping was "not allowed" during paid parking.
2) I did not at any time visit a "smoke shop" while parked. I did use a rest room across the street before shopping in *************. If shopping during parking is the purported requirement, this charge must be dropped.
There is no proof I didn't shop at *************. I paid for parking as required, and this charge is outrageous.

I have attached pictures of the signage at the parking lot - one I took and the other is from ****** Maps.
As you can see, there is NO MENTION of limitation in the parking outside of hours and payment. Regardless, I paid for parking and shopped at *************, and there is no evidence otherwise.
I hope this settles the matter. Please let me know if further specific documentation is required.Business response

Moreover, I shopped at ************* and there is no evidence to the contrary. I don't understand what this business is claiming to justify a $60. fine, except for ******* accusations.

I paid for a parking spot in *******, ** on 3/30/24 for $9.03. The fee was debited from my BofA checking account from Flash ********************. I believe they supply meters. A week later I received an invoice for $40 from Shamrock Parking, the lot management company, stating I failed to pay to park. The parking meter was directly in front of my parking space so there was no confusion on my end on where to pay. No disputes taken over the phone according to their voicemail. No email address. Second notice received for $80, a $40 penalty added to the original amount due. I mailed them a copy of my bank statement that shows the charge. Haven't heard anything. Can't get them to confirm whether or not they've eradicated the error. Can't get anyone to pick up the phone. Not looking for my $9.03 to be refunded. I want the $80 invoice eradicated.Business response

******************' vehicle was issued a parking notice for failure to pay for parking. ****************** stated that she paid for parking. We still cannot see that she did or did not pay for parking. We're assuming that she either paid for parking at another parking lot or that she paid for parking using the wrong vehicle license plate. Neither of these things can be determined by a copy of a bank statement.
What ****************** needs to do is contact CallToPark and have them email a receipt showing her payment that she made that evening. This receipt will show both the location where she paid for parking and what license plate number she used when paying for parking. Until this happens, we cannot verify that she did pay for parking.

This hasnt been resolved. I did what ***** said, called Call to Park and not only does no one answer the phone, their system is set up to drop the call.
I called flash parking, from whom the $9.03 parking fee was debited by, and they logged my complaint but said there was nothing they could do.
Im going to file a civil lawsuit if no one helps me. Please notify *****.

In the original submittal I attached a copy of the transaction from my bank account as I no longer have the receipt. I called Call to Park and logged the complaint. They instructed me to go to www.flashreceipt.com to obtain a copy of my receipt. I did this first through my phone browser, didn't work, then went to my computer and used a ****** chrome browser. Their site doesn't support chrome so I used a ********* edge browser instead which this garbage website does, indeed, support. Nothing came up. I input all the information from the ticket, filled out every field and no receipt. So the bank statement, which is the gospel in this case since none of these companies have any business operating in the ** in a grown-up manner, will have to do.
There is literally nothing more I can do. My bank statement which was submitted to the BBB must suffice.Customer response

Just documenting my last follow-up to my complaint regarding Shamrock Parking LLC. On 3/30/24 I received a citation from the lot manager on duty stating I hadn't paid for parking. On 4/1/24 a charge from Flash Parking for $9.03 was debited from my checking account for a ********************** fee paid on 3/30/24 at 6:55pm in ************* in *******, ***
*************************, owner of Shamrock Parking is stating she needs a receipt to show I've paid. I am a grown-up and did not hang onto a $9.03 receipt, but my checking charge is proof of payment (screenshot attached). She indicated on the BBB thread to contact "Call To Park" who manages the meter. She also indicated I may have gone to a different parking lot to pay for parking. The meter at which I paid was directly in front of my parking space. I called Call to Park and they, indeed, saw that I paid but cannot reproduce a receipt for me and told me to call Flash Parking. I called Flash Parking who then told me to visit www.flashparking.com to obtain a receipt. Attached is a screenshot of this website which was likely created for situations just like mine. Flash parking was unable to send me an electronic or a physical receipt. Nobody is accountable here.
This entire situation reeks of fraudulency and impropriety. We are now bordering on CPA violations, and if this isn't resolved via the BBB I've consulted with our attorney and will file a claim in small claims court. I'd rather pay small claims $50 than give this company a dime more of my money. Plus, I will likely win and be awarded monetary damages reimbursement for my court fees. Shamrock parking has 65 complaints logged with the BBB, and I will take this information to claims court to request the State of WA to examine the legitimacy of this business. I'm an educated woman with time, brains and resources, and I will follow through with the guidance of my attorney.
I do not want my $9.03 refunded. I parked in that lot and I paid for my parking. That is legitimate. I want the $80 invoice for "failure to pay for parking" eradicated.

The reason no one could find your payment is because you entered the wrong license plate number when you paid for **********************. This is why we asked you to provide a receipt from the vendor so we could have detected what the problem was.
If you would have paid for parking using your correct license plate number, none of this would be happening and the parking notice would never have been issued. You were so quick to blame someone else when it was you who created the problem.
This matter is now settled and we have voided your parking notice. Please make sure you enter the correct license plate number whenever you are paying for parking in the future.Initial Complaint

This company has a faulty website to pay for parking, it is consistently not work and was for over a week when I checked back regularly. I received a parking ticket after being unable to pay because their website is broken. I tried 3 times on the date of the ticket to pay for parking and the website did not work. I provided evidence to their broken website which is still working inconsistently, and they will not dismiss the ticket. It seems as though they are doing this on purpose to make more money from tickets than they would with hourly parking fees because they have been made aware of the broken website and it is still not working consistently when I check on it.Business response

There are many other people who successfully pay using the app. The app is NOT the problem. We are sorry that you couldn't make the app work for you.
If you park in a pay lot and do not pay for parking, you are risking getting a parking notice. Only those cars that pay for parking are authorized to park in the parking lot.

I parked at a private parking lot in ***************** to get food nearby. Obviously its a pay to park lot, so I attempted to pay twice with two different cards. The system wouldn't accept any cards at all, so I let my car to get my food. Before getting my food, I took screenshots of the system error just in case I did receive a ticket. As soon as I got back I was ticketed $60 dollars. I tried calling them to explain, but they only accept emailed disputes, and require the money to be paid in full within 14 days before they send you to collections. After additional research online, it sounds like this is a well known scam of the company SHAMROCK PARKING. ********************************** included a list of their yelp reviews which detail the same scam. I'm seriously concerned about this business not allowing users to pay... then to ticket everyone including folks picking up food in under 5 minutes. First of all, we do not have any control over the payment system. CallToPark and ParkWhiz, the two different systems we use to allow people to pay for parking are separate companies from Shamrock Parking and work throughout ****************** They operate in many states throughout the country. Most of the other parking companies also use these same companies to collect the parking revenue.
This problem that this person had was related solely to himself as there were many other people who successfully used the app to pay for their parking that evening. There were no outages or system problems experienced by the companies.
Since the parking lot is a pay lot, only those vehicles that pay for parking are authorized to park in the parking lot. This person received a parking violation notice because he did not pay for parking. Only those vehicles that pay for parking are authorized to park in the lot.

Once again we respond by saying - "If you can't make the payment system work for whatever reason, you need to move your car. You can't park in a pay parking lot without paying or you'll likely be issued a parking violation notice."
There was nothing going on, out of the ordinary, with the CallToPark system. There were plenty of other people who were not experiencing payment problems that evening.
